HR Specialist

The e-Governance Academy (eGA) is an Estonian centre of excellence, aimed to increase the prosperity and openness of societies through digital transformation. eGA takes actions all over the world and due to increasing number of team members in Ukraine, we are looking for an HR expert located in Kyiv. We need an energetic, attentive to detail person with a sharp mind and passion for development in the HR direction.

Main responsibilities:

  • recruit new talents for eGA Team in Ukraine;
  • onboard new staff members;
  • map staff development needs and prepare respective activities;
  • organize personnel document management and maintain the up-to-date database of the Ukrainian Team;
  • support People & Culture Manager in Estonia;
  • organize corporate travels & events;
  • participate in the implementation and development of human resources processes and procedures.

The suitable candidate will have:

  • 2+ years of work experience in the human resources field, incl. recruitment and conducting job interviews;
  • understanding of all human resources processes and their interaction with each other;
  • knowledge of the legal framework in labour relations of Ukraine;
  • professional qualification, preferably higher education in economics or psychology;
  • Ukrainian and English language skills (B2 or higher).

Procurement Expert

The e-Governance Academy (eGA) is an Estonian centre of excellence, aimed to increase the prosperity and openness of societies through digital transformation. eGA takes actions all over the world and due to increasing number of EU-funded projects in Ukraine, we are looking for a person located in Kyiv who will support the Ukrainian Team in conducting procurements. You will have an opportunity to contribute to the process of digitalization of the state and creation of comfortable conditions for citizens and businesses.

Main responsibilities:

  • preparing procurement documents and conducting procurements;
  • reviewing and correcting procurement documents prepared by technical experts;
  • consulting Ukrainian Team on eGA procurement procedures in alignment with UA and EU law, and providing periodic training to staff members;
  • coordinating the procurement process and ensuring timely execution of all procurement procedures;
  • monitoring the execution of contracts and administration of the procurement contracts register;
  • ensuring the compliance of the documentation related to the execution of procurement contracts (incl. delivery acts, invoices etc.);
  • preparing project related procurement plans and inputs for reports.

The suitable candidate will:

  • have higher education and at least 3 years of work experience in procurements in international assistance projects;
  • have Ukrainian and English language skills (B2 or higher);
  • be experienced in reviewing and interpreting the legal language of contracts, applicable laws and regulations;
  • have skills of data systematization and work with Microsoft Excel, databases and document management systems;
  • be proactive and able to work independently;
  • have strong critical thinking and attentiveness to details.

Will be an advantage:

  • MA degree in Law, Economy or Business Administration;
  • experience in logistics.
