The European Investment Bank (EIB) is the European Union’s bank. It works in support of EU development and economic co-operation policies by financing investment in both public and private sectors. The EIB is seeking to recruit for its Representation in Ukraine, a Loan Officer. This is a full-time position.

This is a permanent contract based in the EIB Office in Kyiv

Purpose

As a Loan Officer, you will be carrying out EIB lending and advisory operations in Ukraine in compliance with EU/Ukraine development and cooperation policies, as well as other horizontal actions that will facilitate and support core business in order to meet EIB objectives. 

Operating network

You will report to a Head of Division based in Luxembourg on all matters, including your use of time, leave and professional travel, and the alignment with your role as per your job description and your objectives. You will also have a dotted reporting line to the Head of the Regional Office in what concerns adherence to EIB best practices in terms of conduct, support to the EIB’s institutional mission in the region, but also regarding security, safety and wellbeing.

You will work in close cooperation with other team members as well as with colleagues in GLO and in other Directorates located both in the region and in the EIB’s headquarters, primarily in Projects, SG, Finance, Financial Control, Risk Management, Transaction Management and Restructuring, and Legal Directorate. Efficient lines of communication with the Ukraine-dedicated teams in the Bank are critical.

Externally, you will be in contact with public sector representatives, local authorities, EU Delegation, local business community and other institutions that are important in the process of carrying out the Bank’s activities in Ukraine.

Accountabilities

As a Loan Officer, you will:

  • Contribute to the identification, appraisal, approval, signature and disbursement of suitable projects in the public sector in order to develop a portfolio of operations (loans/investments/grants) in line with the Bank’s objectives and guidelines, and ensure the consistent application of EIB policies and procedures.
  • Initiate, design and supervise advisory / technical assistance activities of the Bank in cooperation with Projects and other Bank Services. 
  • Maintain and foster relationships with local stakeholders: Ministry of Finance and relevant line ministries in the Ukrainian Government, as well as the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, state owned enterprises and local authorities, other public sector bodies and representatives in order to support deal origination and the management of the Bank’s lending and advisory portfolio.
  • Support with organization and running of events / meetings held by the Bank in in Ukraine.
  • Establish and develop business relations with other key external parties (e.g.: international and bilateral financial institutions, EU institutions, etc.) in order to ensure coordination and compliance with applicable policies and strategies. 
  • Participate in initiatives supporting the EIB’s and EU’s actions in Ukraine, such as working groups, steering committees, conferences and other coordination and promotional activities.
  • Follow key political and economic developments in Ukraine and – on that basis - provide input into the strategy development process for EIB public sector operations, in line with the Bank’s mandates and department’s objectives and guidelines. Contribute to papers / strategies produced by the Bank regarding its activities in Ukraine.
  • Implement Bank policies, propose related initiatives in investment and advisory operations.
  • Support the Bank’s team in horizontal activities internally and externally, activities facilitating / unlocking smooth implementation and disbursement of projects financed by the Bank.

Qualifications

  • University degree (minimum an equivalent to a Bachelor) in Finance/Economics, Law or other business-related discipline.
  • Minimum five years of relevant experience in the public sector in Ukraine or in the corporate, financial or development sector.
  • Good knowledge of financial analysis of the public sector, including state owned enterprises and public corporates.
  • Good understanding of processes and procedures related to the administration, control and monitoring of lending and advisory operations.
  • Good knowledge and work experience with the region and – specifically – with Ukraine.
  • Excellent knowledge of written and spoken English and Ukrainian.
  • Good knowledge of standard computer tools.
  • Strong diplomatic and communication skills are essential.

The position is open to nationals from Ukraine. Although mainly operating from Kyiv, the successful candidate should also be prepared to travel within the region and occasionally to headquarters in Luxembourg.
