The European Union (EU) and the United Nations Development Programme (UNDP) in Ukraine transferred 350 licences for a modern electronic document management system (EDMS) to Mykolaiv Oblast State Administration.

This transformative initiative optimizes the management, storage, and retrieval of documents in digital format, offering a progressive alternative to traditional paper-based document handling. The initiative will contribute significantly to Ukraine’s efforts to promote transparency and reduce bureaucratic inefficiencies, laying the foundation for a more effective and transparent governance system.

The provision of licences to Mykolaiv Oblast is part of a broader endeavour to develop digital infrastructure across Ukraine. Prior to this, Dnipro Oblast received 450 licences, Chernihiv Oblast obtained 100, and Poltava Oblast acquired technical support to upgrade its document management system, expanding it by 5,000 workplaces. In the future, the initiative intends to extend its support to Sumy Oblast, further emphasizing the partners’ commitment to promoting digitalization in Ukraine.

Maryna Bobranitska, Head of the Department for Systemic Development of Administrative Services at the Ministry of Digital Transformation of Ukraine, noted that automation of processes in ASCs is extremely important for improving the efficiency and quality of work and management processes. “ASCs are successfully developing and transforming, meeting the basic quality criteria for a service and human-centred institution. One of these criteria is reliability, which reflects the speed of processing residents’ applications and the security of information storage as administrative services are provided,” she said. “Thanks to the support from the EU and UNDP, we are introducing modern technologies that greatly facilitate the process for obtaining administrative services. This will reduce the time needed for receiving documents and processing requests, improve interaction between service providers, and make the system of service quality control more transparent.”

Stefan Schleuning, Head of Cooperation at the EU Delegation to Ukraine, reiterated the EU’s unwavering support for Ukraine and its commitment to ongoing contributions toward the country’s development. “Our aid for this initiative is a testament to our dedication to aid Ukraine’s journey towards modernization and European integration,” he said. “This effort is a significant stride towards leveraging technology and innovation to enhance administrative service delivery and improve governance transparency, underscoring our responsibility for fostering a democratic and prosperous future for Ukraine.”

Jaco Cilliers, UNDP Resident Representative in Ukraine, said that this effort, possibly due to the European Union’s generous support, marks a significant milestone in our ongoing initiative to support Ukraine's journey towards digital resilience and streamlined delivery of administrative services. “The contribution of electronic document management system licences to Mykolaiv Oblast embodies our collective commitment to propelling Ukraine into its goal of developing digital governance,” he said. “By fostering a smooth transition to digital platforms, we are not only enhancing administrative efficiency but also ensuring its sustainability and transparency.”
