EU-Funded Onsite Programme for Public Officials in Green Agenda and Sustainable Connectivity and Internal Market Opens 5 December
The application period for the two forthcoming editions of the Tailored Onsite Knowledge and Analytical Skills Programme will open on 5 December. Public administration employees engaged in EU integration processes within the clusters Green Agenda and Sustainable Connectivity and Internal Market are invited to apply via the online application form until 26 December 2025.
The programme is held at the College of Europe in Natolin (Poland) and is implemented under the EU-funded Natolin4 Capacity Building Phase II – Strengthening Ukrainian Public Administration for EU Integration project.

- 6th Edition: 1 March – 10 April 2026
Focus: Cluster 4 – Green Agenda and Sustainable Connectivity - 7th Edition: 19 April – 29 May 2026
Focus: Cluster 2 – Internal Market
An online informational meeting for prospective applicants will take place on 17 December 2025, at 11:00 Kyiv Time, offering an opportunity to learn more about the programme’s structure, thematic priorities and expected outcomes. You can register for the event via the link.
Applicants are required to meet the following eligibility criteria:

active engagement in the European integration process (preference is given to members of negotiation working groups);

strong motivation to enhance their knowledge and analytical skills;
-
English-language proficiency at B2 level;
-
availability to commit the necessary time to all programme activities;
-
employment within a public administration institution.
The Tailored Onsite Knowledge and Analytical Skills Programme aims to strengthen the capacity of Ukrainian public administration employees by providing targeted knowledge and practical skills relevant to the EU accession process. Participants take part in small-group training sessions, guided by experts with hands-on experience in accession negotiations.

About N4CB-II
Natolin4Capacity Building Phase II — Strengthening Ukrainian Public Administration for EU Integration (N4CB-II) is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service.
The project builds on the previous EU-funded Natolin4Capacity Building (N4CB) initiative, implemented between 2020 and 2024.

Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for 100 selected Ukrainian public administration employees at the College of Europe in Natolin;

Training of Trainers module for 36 public administration employees, who are interested in sharing their experience and knowledge as course developers and trainers in European integration topics;

22 customized e-learning courses on European integration, including 5 newly developed ones, some of which will be made publicly accessible;

Onsite intensive training sessions in Kyiv, reaching 90 participants;

Expert-led webinars on key EU integration topics
