EU supports development of a new IT tool for managing European Integration process
The EU through its Association4U project in cooperation with the Government of Ukraine are beginning to develop a new online system of managing European integration process – “Pulse of Accession”. It will replace the current tool for monitoring EU-Ukraine Association Agreement available at http://pulse.eu-ua.org/ and will be more functionally adapted to meet the needs of public administration on the way to EU accession in line with Ukraine’s status of EU candidate country.
Rémi Duflot, Deputy Head of EU Delegation to Ukraine, mentioned: “This initiative is crucial as it will equip Ukraine’s institutions with an IT tool that will help them to optimise the political, institutional and economic reforms with a view to Union membership. The EU is committed to further support Ukraine on its way to joining the EU.”
The Vice Prime Minister-Minister for European and Euro-Atlantic Integration Olga Stefanishyna emphasized that the Government and European partners have already started work on strengthening the potential of state authorities in order to successfully progress on the accession path: "Today, Ukraine has the highest request for holding pro-European reforms throughout the history of the country. The President, the Government and the Parliament are ready to make all the efforts for prompt and efficient implementation of the necessary reforms during the enlargement negotiations. The modernization of the "Pulse of the Agreement" will help to structure and coordinate this process at all levels."
The new system will include a number of effective IT solutions:
- the virtual workspace to bring together all the institutions involved in the EI process, including Government and Verkhovna Rada of Ukraine;
- efficient document, content and workflow management ensuring interoperability with the existing systems and databases (Government programs, recovery plan, acquis, translations, general legal acts, etc.);
- extensive search mechanism, advanced analytics and reporting on various issues deriving from data processed through the system.
The call for expressions of interest for IT services inviting potential suppliers to submit their expression of interest was published on 28 September 2022 with application deadline 12:00 Kyiv time, October 15, 2022 . Following this announcement for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
