EU supports Ukraine’s State Agrarian Register with over 200 000 users

More than 200,000 users have registered in Ukraine's State Agrarian Register (SAR). The rapid growth in user numbers confirms that SAR has become an effective platform for delivering both state and international support to the agricultural sector.
The creation and development of the State Agrarian Register is supported by the European Union.
According to the Ministry of Agrarian Policy and Food of Ukraine, as of the end of March 2025, 72.6% of SAR users are individuals, 16.6% are legal entities, and 10.8% are individual entrepreneurs. The system currently records around 7 million land plots covering approximately 20 million hectares, which represents over 80% of Ukraine's total agricultural land. It also contains data on more than 573,000 cows, 320,000 sheep, and 54,000 goats.
Nearly all current agricultural support programs — both state and international — are implemented through SAR. The platform enables users to apply for per-hectare payments, support for cattle, sheep and goats, subsidies for reconstruction or construction of irrigation systems, as well as targeted programs for farms located in de-occupied and frontline areas. In 2024 alone, over 31,600 agricultural producers received state assistance through the platform totaling UAH 3.88 billion. The state budget for 2025 allocates UAH 6 billion for key agricultural support programs administered through SAR.
"The fact that over 200,000 users have already joined the platform demonstrates strong trust in the government's digital tools — especially crucial in wartime, when support must be fast and well-targeted. SAR is both a practical tool for helping farmers and a platform through which we are aligning the agricultural sector with EU standards", said Vitalii Koval, Minister of Agrarian Policy and Food of Ukraine.
SAR development is included in Ukraine's Plan under the EU Ukraine Facility financial support program as a key instrument for agricultural sector modernization. According to this Plan, by the first quarter of 2026, over 80% of state agricultural support should be provided through SAR. In combination with the upcoming launch of the Paying Agency — which will manage financial flows — SAR will become the foundation for implementing agricultural support in line with EU standards.
"Integrating SAR with EU systems is not just a matter of technical compliance. It is a prerequisite for full access to European markets, funding instruments, and digital services. It is precisely through such systemic solutions that we are building the foundation for a genuine partnership with the European Union", Koval added.
SAR is similar to farm registers used in all EU member states. The platform's creation and development are financially supported by the European Union. It follows EU recommendations for administering agricultural support programs and plays an important role in Ukraine's preparation for EU membership.
Any agricultural producer — regardless of size, type of activity, or legal status — can register in SAR online and free of charge using an electronic signature. Upon registration, each user gains access to a personal digital account, which automatically pulls data from state registers — including information on land plots, livestock, and other farm-related data. Through the SAR platform, users can view current support programs, submit applications online, track their status in real time, and monitor key information about their operations.
The Ministry of Agrarian Policy encourages agricultural producers to register — not only to access financial support, but also to contribute to building a European model for Ukraine's agricultural development.
