The European Union Delegation to Ukraine, Kyiv is looking for: Policy Officer in the Political Section (Selection Completed)
We offer
The post of a Policy Officer (Local Agent Group I) in the Delegation’s Political Section. The team consists of seven people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Political Section, providing support, expertise and assistance in the field of regional and Ukrainian politics.
Following main tasks and duties are currently required:
- Following and reporting about the political situation in Ukraine (through contacts with political actors, participation in the relevant conferences)
- Preparing the political parts of the Delegation weekly and ad hoc reports to Brussels and the daily headlines
- Monitoring and reporting on the political, human rights and media situation in Ukraine
- Addressing human rights complaints (in close contact with the Council of Europe office and human rights organisations)
- Replying to any other communication from Ukrainian citizens related to political issues
- Contact point for all issues related to the work of the CoE and the OSCE in Ukraine including participation in activities organised under joint CoE-EC Programme to strengthen democratic stability, issues related to membership of the Council of Europe and OSCE projects and election-related activities
- Participation in the organisation of high-ranking political visits
The base salary will depend on relevant and verified employment experience. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be 1 April 2023.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- University Degree
- Minimum of 3 years of relevant experience
- Ukrainian: C 1 level (spoken and written); English: C 1 level (spoken and written)
- Right to residence and work in Ukraine. Non-Ukrainian candidate shall present work and residence permit for the duration of the contract.

Assets / selection criteria (basis for awarding points to select the best applicant)
- University Degree in political science, international relations, journalism, communications, economics or other related field
- Extensive knowledge and understanding of regional and Ukrainian politics
- Previous experience of working in a political role within the EU context or with an international organisation
- Previous experience of liaising with a variety of actors: diplomatic corps, international organisations, civil society partners, journalists, government officials and national authorities and a demonstrated ability to foster good relationships with them
- Proven record of ability to write briefings and to report on complex issues

The successful candidate will be subject to a medical check.
The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. Three/two best candidates will be invited to the final interview and writing test.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
