We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Ukraine works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Ukrainian government in areas that are part of the EU’s remit.

We offer

The post of a Press and Information Assistant (Local Agent Group II) in the Delegation’s Press and Information Section. The team consists of 6 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Press and Information Section to support communication tasks and activities and be part of the Delegation’s overall Communication team.

Following main tasks and duties are currently required:

PROJECT MANAGEMENT

  • Coordination/implementation of Press and communication projects
  • Production of Publications on EU topics
  • Production/supply of EU information and promo materials
  • EU Film Festival
  • Elaboration of Technical and Tender Specifications
  • Other projects - as needed

WEB-SITES AND SOCIAL MEDIA

  • Management of the Delegation web-site, keeping it up-to-date and ensuring that key material are easily available to the public
  • Coordination, translation and publication of posts on Delegation’s social media (Twitter, FB, Instagram and YouTube)
  • Downloading and sending out press materials, ad hocs, Delegation’s tenders and vacancies on the Delegation web-site

COMMUNICATION ACTIVITIES AND TECHNICAL MATTERS

  • Distribution of EU publications and promo items to the wide public;
  • Maintaining and updating of the Promo and Publications stock list
  • Organising the Delegation's news subscription (analysis of Delegation's staff needs, preparing subscription lists and forms, contracts with delivery companies, subscription monitoring);
  • Receiving and distributing the daily electronic news from Ukrainian information agencies, forwarding it to the relevant internal and external recipients, saving on the Delegation's database;
  • Ordering audiovisual materials in Brussels: posters, booklets, videos for the Delegation, Ukrainian media, NGOs
  • Arranging supplies of EU materials to EUis, libraries and networks
  • Sending out EU materials on request via post round Ukraine
  • Dealing with outside info requests and answers

PROCUREMENT FINANCE AND CONTRACTS

Control and management of P&I procurement processes:

  • Preparation of preliminary market research, ex-ante publicity
  • Preparation of Tender dossiers (Invitation letters, Technical Specifications, Tender Specifications, Draft contracts/Purchase Orders)
  • Management  of the Evaluation process (Shortlisting, Declarations for the evaluation committee, evaluation committee notes, opening and evaluation reports)
  • Award (preparation of award notes, letters to the winner and unsuccessful bidders)
  • Contract signature (preparation of the contract signature files)
  • Registration of contractors
  • Commitments (preparation of correspondent documents to the Admin section for creation of individual and provisional commitments
  • Checking Invoices and Arranging Payments by the Admin section (Initiating payments (P&I operational initiation agent  in the Delegation’s financial circuit)
  • Achieve all other tasks requested by the Head of Section depending on the needs of the Delegation, and on the changes of these needs.

The base salary will depend on relevant and verified employment experience, typically starting from 2786 USD (gross). There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be April-May 2025. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University education with at least bachelor degree;
  • Job-Related experience: at least two years of experience in the area of communication, financial management, contracting or similar - after obtaining the minimum required diploma;
  • Knowledge:
  • Good understanding of communication related issues
  • Good understanding of procurement, project management and coordination issues;
  • Good organisational and drafting skills
  • Ukrainian: C 2 level (Listening, Reading, Spoken interaction, Spoken production, Writing);
  • English: C 2 level (Listening, Reading, Spoken interaction, Spoken production, Writing);
  • Knowledge of IT tools: strong computer skills and knowledge of IT tools;
  • Right to residence and work in Ukraine;
  • Medical fitness to carry out the tasks assigned.

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Knowledge of the EU procurement and financial procedures ;
  • Knowledge of French

Personal skills 

Motivated team-player, able to efficiently prioritise tasks and respect deadlines; good communication skills; strong self-organisation skills

The process
