We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Ukraine works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Ukrainian government in areas that are part of the EU’s remit.

We offer

Two posts of a Project Assistant (Local Agent Group II) in the Delegation’s Operations Section reporting to the Head of Cooperation (1 post) and Head of Section OPS 3 (1 post).

The Operations team in the Delegation comprises around 50 staff in total and is divided in three sections (covering different themes/sector[1]) each headed by a head of section under overall responsibility of the Head of Cooperation. Some areas – such as donor coordination, communication and other horizontal issues – are directly attached to the Head of Cooperation.

There are occasional atypical working hours. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation (1 post) and Head of Section OPS 3 (1 post), supporting planning, preparation, implementation and coordination of EU-funded programmes and projects including support to coordination and policy dialogue tasks.

The following main tasks and duties are currently required:

Programme/project management (finance, budget and control)

  • To support planning, preparation, monitoring and coordination of programmes and projects in the areas of responsibility including use of relevant IT-tools.
  • Support related planning and policy dialogue tasks including preparation of high-level visits
  • To support and initiate launching of relevant selection and procurement processes.
  • To analyse and assess project results and contribute to overall data-gathering and assessment report.
  • To interact and co-ordinate with beneficiary institutions, other donors and other relevant stakeholders in the areas of responsibility.

Evaluation and Audit

  • To assist and contribute to evaluation and audit activities initiated by the Commission and other EU bodies.

Information, Communication, Publications

  • To contribute to the External Assistance Management Report and other relevant reporting processes in the area of activity.
  • To contribute to information and communication activities and presentations of best practice.
  • To provide timely inputs to briefings in the areas of activity and support HQ and other missions of relevance.
  • Monitor and report regularly and in a timely fashion on sectoral issues.

Contribution to policy development

  • To support programming, identification and formulation processes in the areas of responsibility.
  • To participate in and support preparation of policy dialogue with relevant ministries, agencies, donors and other relevant stakeholders in the areas of responsibility.

The Employment Contract will be signed until 31/12/2027. The base salary will depend on relevant and verified employment experience, typically starting from 2786 USD (gross). There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be November 2024 – January 2025. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • University education with at least bachelor degree;
  • Job-Related experience: at least 2 years of experience of working in the areas of international relations and/or project management, preferably for or with International Organisations;
  • Knowledge
  • Good understanding of project management and coordination issues;
  • Good drafting skills and ability to summarise complex issues in a concise and readable fashion;
  • Working knowledge  of English – C1 (Listening, Reading, Spoken interaction, Spoken production, Writing); Ukrainian – C1 (Listening, Reading, Spoken interaction, Spoken production, Writing);
  • Knowledge of IT tools: Strong computer skills and knowledge of IT tools;
  • Right to residence and work in Ukraine;
  • Medical fitness to carry out the tasks assigned.

Assets / selection criteria (basis for awarding points to select the best applicant)

Understanding of EU external assistance would be a strong asset.

Personal skills:

Motivated team-player, able to efficiently prioritise tasks and respect deadlines.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
