Functional Setting

The EU4IBM-Resilience project contributes to the resilience and reinforcement of the border management in Ukraine by strengthening the capacities of Ukrainian IBM agencies in the context of war. This will help ensure, in the long term, safe international mobility of people, including by countering human trafficking, irregular migration and other forms of security threats, facilitation of trade through adapted trade routes, and increased level of security at the Ukrainian borders protecting both Ukraine and EU from conventional and hybrid threats and knock-on effects of the war.

The Project Officer will be responsible for implementation of assigned project activities cluster under the direct supervision of the Project Manager and in coordination with other team members.

Position-Specific Expertise

  • Solid knowledge and understanding of Integrated Border Management strategy and procedures; solid knowledge on Ukrainian IBM agencies and their activities.
  • Experience of liaising and coordinating with government bodies at middle and high level is required.
  • Knowledge and experience of strategic planning, inter-agency coordination, cross-border cooperation is highly desirable.
  • Knowledge of and experience in customs processes and procedures and/or legal analysis is desirable.

Position-Specific Qualifications and Language Skills

  • Minimum of 3 years of experience in full project cycle implementation.
  • Master's degree or equivalent in relevant area is a requirement.​
  • Good organisational, drafting and communication skills.
  • Proficiency in (verbal/written) English, proficiency in Ukrainian is a requirement.

Compensation

Annual gross salary starting at 35,988 EUR as per increment 1 of the applicable grade and salary scale for the duty station.

Allowances and Benefits

Health and Accident Insurance and six weeks’ annual leave.

Duration of Assignment

8 months (with potential extension).
