The kick-off meeting of the EU-funded Project “Digital Regulation Support to Ukraine” (DRS2UA) took place today in Kyiv. The event was held under the auspices of the 2025 Annual Conference organised by the National Commission for the State Regulation of Electronic Communications (NCEC).

Structured around three key components, the project supports its main beneficiary, NCEC, in reinforcing its regulatory role in the electronic communications market, strengthening IT security in response to growing cyber threats, and enhancing internal and external communication capacities in support of Ukraine’s EU integration goals.

Specifically, the DRS2UA project supports NCEC in ensuring a smooth integration into the EU’s “Roam Like at Home” framework, in view of Ukraine’s official accession on 1 January 2026, and in advancing ongoing reforms aimed at achieving full integration into the EU Digital Single Market.

“EU–Ukraine cooperation on digital transformation is bringing Ukrainians step by step into the EU’s Digital Single Market. Ukraine’s accession to Roam Like at Home is a major milestone, making life easier for millions of users. Strengthening NCEC – from market regulation and service quality to roaming and digital rules – is our shared priority as we anchor Ukraine in the European digital family”, - stated Jocelin CORNET, Head of Section for Reconstruction, Energy, Infrastructure and Environment at the EU Delegation to Ukraine.

“We are pleased to stand alongside NCEC at this significant moment of the country’s official accession to the EU’s “Roam Like at Home” zone. Our overall objective is to further strengthen the NCEC’s resilience and preparedness, enabling it to effectively fulfil its mandate and to serve as a role model at both the national and international levels”, - noted Inga POPOVICI, Team Leader, the EU-funded Project “Digital Regulation Support to Ukraine”.

“NCEC is one of the key drivers of Ukraine’s integration into the EU’s Digital Single Market in the field of electronic communications. We are proud that together with government institutions, the Parliament and our partners we have achieved a historic result — the mutual internal market regime for roaming between Ukraine and the EU. We are grateful to the European Commission and the EU Delegation to Ukraine for their trust and continuous support in implementing European integration initiatives. I am confident that the implementation of the DRS2UA project will be another step forward, enabling us to achieve even more significant results. Stronger together!" - emphasized Liliia MALON, Chair of the NCEC.
