The Reform Support Team at the Ministry of Economy of Ukraine is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Reforms Architecture (URA) programme, that provides targeted technical support and assists the Ministry/Agency in the design and implementation of priority reforms. 

The RST at the Ministry of Economy of Ukraine was launched in 2017 to assist the Ministry of Economy with the implementation of priority reforms in the following areas: Labour Market, Public Procurement, Business Environment, Public Administration, State owned Enterprises etc.

We are now opening the competition for the position of the:

1. Senior Project Manager (Food Processing), category 1

Main duties and responsibilities

  • analysis of data relevant to supply chains (the number of active industry unions and level of their representation, the number of active market participants, resources, activities and technology involved in the creation and sale of a product, potential tools to stimulate the industry) in the  food processing industry;
  • analysis of international industry experience and best policy practices in the modernisation and reengineering of the food processing industry;
  • contribution to the development of the policy related to the food processing industry;
  • contribution to knowledge-sharing meetings (workshops/training, etc.) on the functioning of the food processing industry, its current state, relevant international experience, and efficient tools for its development;
  • contribution to a comprehensive assessment of the  food processing industry in Ukraine with a focus on the technical aspects of its functioning;
  • development of proposals of comprehensive plans for the development of the  food processing industry and ideas for policy decisions which are aligned with Ukraine’s EU integration agenda ;
  • support in the implementation of those plans and policy decisions; 
  • contribution to the joint with the Ministry, businesses and the other relevant organisations working groups, meetings  and other project-related discussions; 
  • development of proposals to the draft of the Ukraine Plan;
  • acting as liaison point for representatives of food processing industry unions;
  • liaise and coordinate activities related to food processing issues and exchange of information with the Ministry of Agrarian Policy and Food and EU-funded IPRSA project team of experts;
  • support the Ministry of Agrarian Policy and Food in the agribusiness sector development upon request by the Ministry of Agrarian Policy and Food

This consultancy appointment is expected to start in February 2024 and has an estimated initial duration of up to 6 months. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the RST, the appointment may be extended.

Ukraine Reforms Architecture (URA) is a comprehensive technical assistance programme deployed by the European Bank for Reconstruction and Development (EBRD), in partnership with the European Union, to support critical reform processes in Ukraine. URA is financed from the Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA) managed by the EBRD.
