Third Edition of EU-Funded Tailored Onsite Knowledge and Analytical Skills Programme for Ukrainian Public Administration Employees Concludes, as Fourth Session Launches with New Focus on Competitiveness and Growth

The third edition of the six-week Tailored Onsite Knowledge and Analytical Skills Programme for Ukrainian public administration employees has successfully concluded at the College of Europe in Natolin, while the fourth session has now begun. 

With 25 professionals having graduated to date, this marks one quarter of all participants expected to complete the full 12-session cycle by January 2027. 

The programme is implemented within the Natolin4Capacity Building Phase II project, funded by the European Union.

The participants of the third session, who completed their training under the “Fundamentals” cluster, reflected on their learning experience and shared their feedback: 

“It helped me see the connection between theory and real decision-making, between policy and people. I will share this knowledge with my colleagues, and we will benefit greatly from it,” said Olha Deineka, State Space Agency of Ukraine.

“The most important aspect for me was the practical information about how EU legislation is implemented, as well as the experience — and perhaps the challenges — that arose during the implementation of certain regulations and directives in Poland’s accession process to the EU,” emphasised Vadym Korytskyy, Ministry of Health of Ukraine.

“Undoubtedly, it is highly advisable for state institutions involved in EU integration to take part in this programme. It offers an excellent opportunity to engage with high-profile experts, broaden their knowledge, and gain a clearer understanding of how to improve their work once they return to Ukraine,” said Amina Saienko, Ministry of Justice of Ukraine.

Participants highlighted the programme’s role in developing their professional capacity and uniting experts engaged in Ukraine’s EU alignment efforts.

“Our team was very friendly, and during the programme I had the chance to learn more about the role of each institution represented here and its part in the accession process. I can now see various opportunities for cooperation between our institutions,” noted Alina Prystupa, Secretariat of the Ukrainian Parliament Commissioner for Human Rights.

The fourth edition has now begun, bringing together eight Ukrainian public officials. Focusing on the EU accession negotiations cluster “Competitiveness and Inclusive Growth,” their training will cover key policy areas such as taxation, customs, digitalisation, and research. 

Participants of the programme — representing the Ministries of Education and Science, Finance, Digital Transformation, Economy, Environment and Agriculture, as well as the State Customs and Tax Services — were selected through an open and competitive process. The training combines academic learning with mentoring, study visits, and analytical work.

The recruitment process for the sixth and seventh editions is scheduled to begin in December. Further details will be announced soon.

About N4CB-II

Natolin4Capacity Building Phase II — Strengthening Ukrainian Public Administration for EU Integration (N4CB-II) is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service.

The project builds on the previous EU-funded Natolin4Capacity Building (N4CB) initiative, implemented between 2020 and 2024.

  • Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for 100 selected Ukrainian public administration employees at the College of Europe in Natolin; 

  • Training of Trainers module for 36 public administration employees, who are interested in sharing their experience and knowledge as course developers and trainers in European integration topics; 

  • 22 customized e-learning courses on European integration, including 5 newly developed ones, some of which will be made publicly accessible; 

  • Onsite intensive training sessions in Kyiv, reaching 90 participants; 

  • Expert-led webinars on key EU integration topics
