Up to USD 150 000 to develop agribusiness: the European Union and FAO launch a new grant programme in the State Agrarian Registry

The programme aims to support the development of berry and vegetable sectors and is open to agricultural producers in seven regions of western Ukraine

A new grant programme has been launched in the State Agrarian Registry (SAR), offering agricultural enterprises up to USD 150 000 to develop aggregation models in the berry and vegetable sectors. The programme is implemented by the Food and Agriculture Organization of the United Nations (FAO) with financial support from the European Union (EU) in cooperation with the Ministry of Economy, Environment and Agriculture of Ukraine.

Agricultural producers from Chernivetska, Ivano-Frankivska, Khmelnytska, Lvivska, Ternopilska, Volynska and Zakarpatska oblasts are eligible to apply. The programme targets enterprises willing to develop aggregation models that bring together small-scale farmers around shared infrastructure, product processing and access to new markets. This approach allows small-scale producers to combine production volumes, improve product quality and meet market requirements, while creating new opportunities for the growth of agribusinesses.

To participate in the programme, applicants must demonstrate their readiness to integrate small-scale farmers into their business processes. This may include establishing transparent procurement agreements, providing access to infrastructure and organizing training opportunities for small-scale agricultural producers. Preference will be given to projects that introduce environmentally sustainable production practices and innovative business solutions that contribute to the modernization of the agri-food sector.

Applications can be submitted through the State Agrarian Registry until 17 April 2026. A key requirement is a co-investment from applicants ranging from 30 to 60 percent of the total project cost, depending on the category of aggregator.

The new grant programme aims to strengthen cooperation between small- and medium-sized agricultural enterprises, support the development of post-harvest handling and processing infrastructure, and improve farmers’ access to both domestic and international markets. In addition to financial support, programme participants will receive technical assistance from FAO, including expert consultations, training and guidance on developing sustainable business models and effectively integrating small-scale producers into agricultural value chains.

Additional information: 

Under the previous cycle of the aggregation models grant programme, piloted in 2025, aggregator enterprises in the berry and vegetable sectors in Chernivetska, Ivano-Frankivska, Lvivska and Zakarpatska oblasts received grants totaling more than UAH 33 million. These investments enabled businesses to acquire low-temperature cold storage facilities, berry and vegetable processing equipment, sorting lines, X-ray inspection systems, solar power installations and transport equipment.
