The European Union (EU) plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Ukraine in Kyiv works in close cooperation and coordination with the Embassies and Consulates of the 27 EU Member States and other international partners. We are a fully-fledged diplomatic mission and represent the European Union across all its institutions in dealings with the Ukrainian government in areas that are part of the EU’s remit.
We offer
The post of a Policy Officer in the EU Delegation for the European Union Defence Innovation Office (Local Agent Job Profile of Policy Officer, Group I ) under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. The team consists of a growing team of 5 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Programme Managers and the Political Advisers in the EU Defence Innovation Office, providing support, expertise and assistance in the field of Ukrainian defence industry, defence procurement and broader defence sector, including reforms, R&D programs, national and international cooperation.
Following main tasks and duties are currently required:
- Following and reporting about the defence industry developments in Ukraine (through contacts with private and national industry actors, governmental entities, participation in relevant events, meetings and conferences).
- Contributing to and coordinating the writing of the EUDIO reports and the overviews of the latest developments in EU-UA defence industry cooperation.
- Contributing to the development of new funding programs to enhance EU-UA defence industry cooperation.
- Supporting the EU funding programs for Ukraine defence industry during implementation.
- Replying to any other communication on the EUDIO topics.
- Supporting the organisation of events and high-level visits to Ukraine and Brussels.
- Supporting EUDIO team with insights on developments in defence industry ecosystem as well as broader defence sector, including reforms.
- Conducting administrative and supportive tasks to the EUDIO team.
The base salary will depend on relevant and verified employment experience, typically starting from 3 911 USD. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be May – June 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)

Minimum of BA degree

Minimum of 3 years of relevant experience. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained.

Working knowledge (C1) of English;

Working knowledge (C1) of Ukrainian;

Knowledge of IT tools: MS Office

Right to residence and work in Ukraine;

Medical fitness to carry out the tasks assigned.
Assets/Selection criteria (basis for awarding points to select the best applicant)

University Degree in political science, international relations, journalism, communications, engineering, economics or other related field;

Extensive knowledge and understanding of Ukrainian and European defence industry;

Previous experience of working within the EU context and/or international environment;

Previous experience of liaising with a variety of actors: diplomatic corps, international organisations, civil society partners, journalists, government officials and national authorities and a demonstrated ability to foster good relationships with them;

Previous experience of working in defence sector and/or defence industry and/or defence innovation;
-
Proven record of ability to write briefings and to report on complex issues;

Previous experience of working with R&D grants will be considered an asset.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV; practical testing, including written test and interviews. At least 3 best candidates will be invited to the final Selection phase.
Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. During the selection process, please do not contact the members of the Selection Committee, but address your questions and comments to the Delegation’s Administration.
The successful candidate will be subject to a medical check.
