Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Ukraine in Kyiv works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Ukrainian government in areas that are part of the EU’s remit.
We offer
The post of a Press and Information Assistant (Local Agent Job Profile of Press and Information Assistant, Group II) in the Delegation’s Political, Press and Information Section. The team consists of 15 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Press and Information Team, providing support, expertise and assistance for communication tasks and activities and secretarial support to the Head of P&I and the Press and Information team.
Following main tasks and duties are currently required:
SECRETARIAL AND ADMINISTRATIVE SUPPORT
Provide day-to-day administrative and organisational support to the Head of Press and Information and the Team, including:

Organising meetings, public events, high-level visits and missions from Brussels, including logistical coordination with Ukrainian authorities and other counterparts.

Managing calendars and supporting regular coordination meetings with EU Member States and other stakeholders.

Supporting media relations and communication with local and international media.
-
Providing translation and interpretation support as required.
-
Collecting and consolidating information for regular and ad hoc reporting.
-
Managing incoming calls, emails and correspondence and liaising with Ukrainian ministries and other official counterparts.
-
Drafting and processing correspondence, including letters, cover notes, registration and distribution.
-
Maintaining filing and archiving systems and supporting internal administrative workflows.
-
Performing other tasks assigned by the Head of Team.
PROJECT MANAGEMENT
-
Coordinate and support the implementation of Press and Information projects.
-
Assist with the operational and financial management of projects and related activities.
-
Support other projects as required.
MEDIA
-
Assist the Head of P&I in managing media relations, media communities, engagements and interviews.
-
Monitor media and relevant EU-related news as required.
-
Support the preparation and implementation of media projects, including seminars, press trips and other media events.
-
Assist with press conferences and media activities related to high-level visits.
WEBSITE AND SOCIAL MEDIA
-
Manage and regularly update the Delegation’s website, ensuring key information and materials are easily accessible.

Prepare, coordinate, translate, schedule and publish content for the Delegation’s social media channels (X/Twitter, Facebook, Instagram).
-
Support the development of social media content and communication products.
COMMUNICATION AND INFORMATION ACTIVITIES
-
Distribute EU publications, promotional materials and other communication products to the public, EU Information Centres, libraries and relevant networks across Ukraine.

Manage the Delegation’s news and information subscriptions, including assessment of needs, subscription arrangements and monitoring.

Receive, process, archive and distribute electronic news from Ukrainian information agencies to relevant recipients.
-
Handle external information requests and coordinate responses.
PROCUREMENT, FINANCE AND CONTRACTS
-
Support and manage P&I procurement processes, particularly for digital and communication-related projects.
-
Draft tender specifications and prepare procurement dossiers, including invitations, technical specifications, contracts and purchase orders.
-
Register contractors and relevant procurement documentation.
-
Prepare budget estimates and commitments and monitor expenditure under P&I contracts.
The base salary will depend on relevant and verified employment experience, typically starting from 3 207 USD currency. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be December 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)

University education with at least bachelor’s degree;
-
Minimum of two years of experience in the area of communication, financial management, contracting or similar. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained.

Knowledge:

Good understanding of communication related issues;

Good understanding of the Ukrainian and world media landscapes;

Good understanding of management institutional or organisational social media accounts;

Good secretariat and organisational skills;
-
Good drafting skills in both Ukrainian and English;

Understanding of procurement, project management and coordination issues;
-
Working knowledge (C2) of English (Listening, Reading, Spoken interaction, Spoken production, Writing);

Working knowledge (C2) of Ukrainian (Listening, Reading, Spoken interaction, Spoken production, Writing);

Knowledge of IT tools: Strong computer skills and knowledge of IT tools;

Right to residence and work in Ukraine;

Medical fitness to carry out the tasks assigned.
Assets/selection criteria (basis for awarding points to select the best applicant)

Knowledge of EU external action and public diplomacy;

Knowledge of French;

Knowledge of digital solutions streamlining internal work;

Familiarity with social media analytics tools (e.g., Meta Business Suite, Twitter Analytics, Hootsuite, Sprout Social);

Basic photo/video editing skills (e.g., Canva, Adobe Express, CapCut, Premiere Rush).
Personal skills
Motivated and enthusiastic team-player, able to efficiently prioritise tasks and respect deadlines; good communication skills; flexibility and dedication; strong self-organisation skills.

The process
After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.
Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. At least 3 best candidates will be invited to the final Selection phase.

The successful candidate will be subject to a medical check.
