‘’EU Consortium advances expert discussions on the rule law’’
The second day of the conference, supported by the European Union and the German Federal Ministry for Economic Cooperation and Development in the framework of the project “Improving Governance in Uzbekistan – Inclusive Corruption Prevention”, focused particularly on the fight against corruption. Interactive discussions and group sessions explored ways to expand regional cooperation, develop modern investigative instruments, and ensure effective institutional responses to technology-enabled offences. Experts from Uzbekistan and more than 20 countries emphasised the importance of research, data-driven policymaking, and continuous professional development for law enforcement officers, prosecutors, and legal practitioners. The event highlighted several initiatives promoted by the EU-funded project. Yevgeniy Kolenko, the First Deputy head of the Academy, presented the newly developed Virtual Anti-Corruption Academy, a central electronic platform which aims to continuously improve the knowledge of the general population and civil servants in the field of combating corruption. A special session was dedicated to the analysis of corruption risks and the introduction of preventive mechanisms. It featured the presentation and discussion of corruption risk assessments conducted at the General Prosecutor’s Office of Uzbekistan and the Tashkent Prosecutor’s office by leading international experts and the resulting recommendations for institutional and procedural reforms. It also focused on the ongoing introduction of the ISO 37001 international anti-bribery standard at the Law Enforcement Academy and the Ministry of Health, which are expected to significantly improve the integrity capacities of the institutions. By fostering dialogue between national and international experts, the event contributed to the development of recommendations aimed at strengthening institutional capacity and supporting long-term governance reforms, particularly in the fight against corruption. The outcomes will inform future cooperation programs and capacity building activities planned for 2026.
