EU Twinning Project Advances Uzbekistan's Legal Reforms Towards Greater Efficiency, Highlighted at Symposium

29 October 2025, Tashkent – The Ministry of Justice of the Republic of Uzbekistan, in collaboration with the European Union (EU) funded Twinning project, hosted the symposium “Towards a consistent and simplified regulatory framework in Uzbekistan.” This event underscored significant achievements in structuring legal acts and assessing regulatory impacts, showcasing the transformative work supported by the Twinning project. It also facilitated an exchange of best practices among officials from Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, followed by a practical training session led by German experts on prioritizing legal acts and evaluating the potential impacts of legislation.

Ambassador of the European Union to Uzbekistan H.E. Toivo Klaar highlighted that 

“In close collaboration with the Ministry of Justice of Uzbekistan, the Team Europe—including the German Foundation for International Legal Cooperation (IRZ) and the Ministry of Justice of Latvia—have contributed to strengthening Uzbekistan's legal systems. This partnership embodies the synergy and expertise that drive governance forward’’.”

The EU-funded Twinning project, implemented by IRZ and the Ministry of Justice of Latvia, aims to support Uzbekistan’s reforms towards creating an enabling regulatory environment for trade and economic development through strengthening the Ministry of Justice as a key national coordinator of law-making. This will be achieved while enhancing the Ministry’s administrative, technical and legal capacity to ensure a more transparent and sustainable regulatory framework beneficial to all citizens. With the support of the European Union, Uzbekistan is poised to improve its position in international rankings such as the “Rule of Law Index” and the “Index of Economic Freedom”. Twinning represents the EU's strategic instrument for peer-to-peer cooperation and capacity building between public administrations of EU Member States and partner countries.

The symposium featured key participants including the EU Delegation, high-ranking Uzbek government officials, diplomatic representatives from Germany and Latvia, and experts from various international and local institutions focused on strategic legislative planning.
