International and National experts elaborated Handbook on profiling and identification
October 28, 2022 Tashkent, Uzbekistan. From October 25 to 27 in Tashkent, the Border Management Program in Central Asia (BOMCA 10) held a regional workshop (technical assistance) on the elaboration of a handbook on profiling and identification at the 1st line border checks.
The technical assistance mission was attended by representatives of border management agencies of Central Asian countries performing control procedures at borders.
As a result of the joint work, analysing the international and national best practices, a handbook was elaborated on profiling and identification of illegal migrants, terrorist-fighters, and refugees and other vulnerable categories of travellers.
After being translated into the national languages, the handbook will be distributed among the relevant agencies, to participants of the workshop to supplement the training process, as well as to the frontline staff, in order to strengthen their ability to address properly emerging threats and react to specific situations at the borders.
The training courses were organised by the BOMCA 10 Programme in cooperation with the European Union funded Law Enforcement in Central Asia (LEICA) Programme, represented by CIVIPOL’s (International Security and Emergency Management Institute, in cooperation with INTERPOL and United Nations High Commissioner for Refugees (UNHCR).

The Border Management Programme in Central Asia (BOMCA), funded by the European Union (EU), aims to enhance security, stability and sustainable growth in the region, while supporting cross-border cooperation and improving living conditions for people in the border areas of Central Asia. Since its implementation in 2003, BOMCA has played a leading role in strengthening cooperation between border control authorities through the application of the concept of integrated border management, as well as in bringing border control in line with international and EU standards.
BOMCA’s tenth phase, launched in April 2021, covers four areas: institutional development of border management agencies, improvement of detection capacities, trade facilitation, and improvement of cross-border cooperation. With a budget of EUR 21.65 million and an implementation period of 4.5 years, BOMCA 10 is the largest regional initiative in the field. It is implemented by a consortium of border management institutions of selected EU member states and the International Centre for Migration Policy Development led by the State Border Guard for the Republic of Latvia.
