National Forum Advances Geospatial Data for Sustainable Territorial Development in Uzbekistan

TASHKENT, November 20, 2025 – The Cadastre Agency under the Ministry of Economy and Finance (MEF) of Uzbekistan, in partnership with the World Bank and the European Union (EU), convened the National Forum on the National Spatial Data Infrastructure (NSDI) 

 

The event underscored the vital role of geospatial data in driving Uzbekistan’s economic transformation, urbanization, and climate adaptation. During the Forum, new initiatives supporting the NSDI were announced, made possible thanks to the financial support provided by the EU and the World Bank.

The Forum brought together over 150 stakeholders from ministries, local authorities, international organisations, academia, and the private sector to discuss Uzbekistan's vision for the National Spatial Data Infrastructure (UZ-NSDI). UZ-NSDI aims to ensure the transparent collection, storage, management, and sharing of geospatial data, linking national and local databases and promoting cross-institutional data collaboration.

Forum discussions focused on strengthening collaboration between the government and international partners, establishing unified geospatial data standards, developing digital cadastre infrastructure, and exploring innovative applications of geospatial data. Participants were also informed about global best practices from EU Member States and other countries with successful geospatial frameworks.

With the support of international partners, the Government of Uzbekistan has prioritized the use of geospatial data as it forms the backbone of informed decision-making, enabling efficient land use management, resource allocation, and infrastructure planning. This approach also facilitates connectivity, trade, and economic growth across the country, as well as develops businesses and communities, advancing sustainable and balanced regional development.

During the Forum, two key initiatives were launched, representing significant strides in Uzbekistan’s digital geospatial transformation:

  • The Geospatial Infrastructure for Sustainable Territorial Development (GISTD) Project, financed by the World Bank (USD 35 million) and implemented by the Cadastre Agency under the MEF, aims to modernize the national cadastral system and improve geospatial data availability for the private sector and citizens. The project will enhance the digital cadastre infrastructure, support the completion of cadastral basemaps, and strengthen the capacity of regional authorities to manage geospatial data. It will also pilot new mapping technologies in Samarkand, including the creation of a 3D city model and a utility cadastre (infrastructure mapping).

  • TheDigitalization and Integration of the National Spatial Data Infrastructure Project complements the above-mentioned project activities by strengthening geospatial management, data governance, and institutional capacity at national and local levels. It is funded by the EU (more than EUR 6.6 million) and is being implemented by the World Bank.

These projects align with Uzbekistan’s ongoing territorial development reforms under the “Uzbekistan 2030” Strategy, including the state programs for accelerated integrated development of districts and cities and the anticipated Uzbekistan Liveable and Productive Cities Operation, totalling USD 400 million, which is currently being prepared by the World Bank.
