We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Uzbekistan, Tashkent works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Uzbek government in areas that are part of the EU’s remit.

We offer

The post of Secretary (Local Agent Group III) in the Delegation’s Political, Press and Information (PPI) section. The team consists of four people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of PPI section, providing support, expertise and assistance in office support/secretarial/administrative tasks.

Following main tasks and duties are currently required: 

  • Placing and answering telephone calls as required; switch board operation; welcoming of guests;
  • Operate the access control system and organize reception of visitors;
  • Providing logistical support to incoming and outgoing missions;
  • Provide logistic support for the organisation of internal and external meetings: reservation of rooms, interpretation facilities, reception, compiling folders of working documents and follow-up;
  • Assistance in organizing events (venue booking, negotiating with catering, approving the menu);
  • Management of missions: organisation of trips, hotel reservations, transport, orders and missions’ expenses, hotel prices follow-up.
  • Ensure checking / sending invitations and agenda and follow up, requests for information.
  • Drafting verbal notes/ letters, writing emails, issuing e-signatory process in internal system, registering and sending out signed documents;
  • Managing office mail addressing envelopes for local post/driver; sending out outgoing items by fax; receiving hand delivered mail, newspapers and documents;
  • Provide visa support for local citizens invited to travel to Europe by the EU institutions and EU funded programmes and to officials visiting the Delegation;
  • Filing, archiving, regularly updating secretarial data, making paper copies, scanning and providing assistance in distribution of documents to staff as required;
  • Ensure proper e-filing and e-archiving of documents in compliance with the internal filling/archiving policy and work with the relevant information and technology tools and applications of the EU Delegation;
  • Keeping updated the unified list of the EU Delegation’s internal and external contacts;
  • Classify and retrieve documents on request, while making sure that they are filed and secured in accordance with the regulations in force;
  • Occasional translation and interpretation; occasional taking notes;
  • Replacement and backing up of the receptionist/office support agent during his/her absence;
  • Other duties related to the operational initiation of expenses on the section's budget lines;
  • Other secretarial and administrative assistance as required and requested by the Head of Section or the Head of Delegation.

The base salary will depend on relevant and verified employment experience, typically starting from EUR 1,187.00 (gross).  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be January 15, 2024. 

Minimum requirements / eligibility criteria

  • Minimum secondary education;
  • At least 3 years of secretarial and/or other relevant experience;
  • Excellent written and spoken skills in English, Uzbek and Russian languages;
  • Candidates must be fully computer literate especially in working with MS Office software;
  • Enjoys civil rights and permits for employment under local law, medical fitness to carry out the tasks assigned

Assets / selection criteria 

  • Ability to focus on priorities, to work under pressure and to respond quickly to new demands;
  • Relevant work experience in development agencies, diplomatic missions or international organizations;
  • Level of written language skills in required languages, clear spoken communication skills in required languages;

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on assessment of the information provided in the cover letter, CV; practical testing and interviews. Up to five best candidates will be invited to the final oral interviews.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
