The Astronomical Institute of the Academy of Sciences is the oldest scientific institution not only in Uzbekistan, but also in the entire Central Asian region. In 1873 it was turned into the Tashkent Astronomical Observatory. In 1874, Franz Xavier von Schwartz (1847-1903), a graduate of Munich University, a citizen of Bavaria, was invited to Tashkent to organize meteorological work. On December 31, 1878, he was appointed assistant to the head of the meteorological department, and then the head of the observatory. In his historical works, F. Schwarz believed that Central Asia was the cradle of German, Celtic, Slavic and other culture.
