Uzbek Delegation Concludes High-Level Anti-Corruption Study Visit to Germany with EU Support
Led by Umida Tukhtasheva, Deputy Director of the Anti-Corruption Agency of Uzbekistan, the Uzbek delegation brought together senior officials from the Cabinet of Ministers, the Ministries of Health and Justice, regional administrations (Samarkand and Khorezm), and state-owned enterprise JSC "Uzbekistan Airports".
The exchange directly supports Uzbekistan's efforts towards prevention of corruption and the Uzbekistan 2030 Strategy by providing decision-makers with practical European methodologies to operationalise major anti-corruption reforms:
-
Conflict of Interest & Civil Service Integrity: Consultations at the Federal Ministry of the Interior, the Federal Ministry of Justice, and the German Bundestag provided operational tools to enforce conflict-of-interest rules and advance merit-based civil service recruitment, fostering a professional, transparent public administration.
-
Whistleblower Protection & Legal Safeguards: Meetings with German federal legal experts and prosecutors focused on establishing robust legal protection frameworks for whistleblowers, preventing workplace retaliation, and strengthening prosecution mechanisms.
-
Specialised Oversight & Public Audit: Direct exchange with Berlin’s Central Office for Combating Corruption (Zentralstelle für Korruptionsbekämpfung) and the Senate Department for Justice examined specialised models for detecting public sector corruption, anti-money laundering enforcement, and risk-oriented procurement controls.
-
Institutional & Corporate Compliance: Discussions at the Association of German Chambers of Commerce and Industry (DIHK) addressed corporate integrity standards, reinforcing national directives to establish independent internal compliance units across state ministries and public enterprises.
Beyond anti-corruption, the study visit promotes Uzbekistan’s overarching government objectives of strengthening the rule of law, elevating the country's international standing, and accelerating sustainable economic growth. By embedding risk-based compliance, transparent public procurement, and corporate integrity standards, the initiative helps eliminate market distortions, safeguard state resources, and cultivate an open, predictable environment for foreign investment and private sector development.
