The Civilian CSDP Compact towards more effective civilian missions

The Civilian CSDP Compact is the EU’s shared roadmap for making its civilian security and defence missions more effective, flexible and responsive. Adopted in 2023, it sets out 20 commitments to improve how missions are planned, staffed, deployed and supported, while strengthening resilience, partnerships and capabilities across the EU and its Member States. With implementation running to 2027, the Compact aims to ensure civilian CSDP remains a credible and relevant tool of EU external action.
