The Civilian Common Security and Defence Policy
The Civilian Common Security and Defence Policy (CSDP) is the EU’s flagship tool for keeping peace, promoting stability, and building resilience with partner countries. We use non-military methods to respond to security challenges like irregular migration, cyber & hybrid threats, terrorism and violent extremism.
Civilian CSDP missions are often more cost-effective and more adaptable than CSDP military missions & operations. They provide tailored support worldwide to partner countries to strengthen their security architecture.

Civilian CSDP Missions
Responding to civilian crises
The European Union and its Member States deploy civilian missions to reinforce the police, rule of law and civil administration in partner countries. Civilian missions are the EU’s flagship tool to respond to civilian crisis.
For example, the EU deploys police officers, judicial personnel or cybersecurity experts to monitor the situation on the ground, train local personnel and support them in crises. Civilian experts advise and train local partners in Africa, Eastern Europe and the Western Balkans, and the Middle East.

The Civilian CSDP Compact
The Civilian CSDP Compact is a strategic policy of the EU to enhance its civilian crisis management. The Compact’s goal is to speed up rapid deployment to crisis areas while improving cooperation with other organisations like the UN and NATO.
