Eastern DRC: Statement by the Spokesperson on the signature of Washington Accords for Peace and Prosperity
The European Union welcomes the signing of the Washington Accords for Peace and Prosperity, including the Regional Economic Integration Framework, by President of Rwanda Paul Kagame and President of the Democratic Republic of the Congo (DRC) Félix Tshisekedi in Washington on 4 December 2025.
The EU commends the efforts of the United States. The renewed commitment of the DRC and Rwanda to pursue a political solution to the ongoing conflict in eastern DRC is an important step. So is the progress achieved between the DRC and the M23 under the auspices of Qatar in Doha. At the same time, the EU regrets the continuation of hostilities and violence in eastern DRC and the persistent humanitarian crisis and human rights violations.
The EU again urges all actors to honour their commitments and calls for the swift implementation of the UN Security Council Resolution 2773, the Washington Accords and the Doha Framework Agreement. An effective ceasefire is urgently needed.
The EU reiterates its firm support to a peaceful solution of the conflict in eastern DRC and is ready to play its part by contributing to building peace through regional economic integration. Inclusiveness of the processes on regional and national level is paramount. The EU underscores the importance of African Union-led efforts to achieve sustainable peace, as reaffirmed during the 7th AU-EU Summit in Angola on 24-25 November.
