The European External Action Service (EEAS), which supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.
The Communications Policy and Public Diplomacy Division leads the European Union's efforts on the public dimension of European diplomacy and its communication on Foreign Affairs and Security Policy, as well as its external action more broadly. It pro-actively communicates and enhances support for the values, policies, priorities, actions and impact of the EU as a global actor among EU citizens and at the international level.
The Division supports the EU Delegations and relevant Missions and Operations around the world in communicating and enhancing support for the EU and its activities and policies to the relevant audiences. It also supports and facilitates the internal communications in the European External Action Service and plays a leading role in information management activities.

The position of Digital Media Assistant within the Digital Communications Sector at the Communications Policy and Public Diplomacy Division (SG.STRAT.1) – contract agent FGIII as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).[1]

We look for
A highly motivated colleague and a good team-player with an extensive experience in the field of digital communications, with a focus on video production, video filming and video editing.
He/She will work in a result oriented flexible environment with occasional extra working hours and a system of permanence/shifts to address the needs of the EEAS diplomatic service with a worldwide presence.
As a member of the Digital Communications Sector, the successful candidate will work closely with the web team, the social media team, graphic designers and other video producers and will be in contact with the Head of Division, HR/VP Advisers, StratComm teams and the Spokespersons service.
Tasks will include:
- edit short-form videos, creating engaging and impactful content for our web and social media platforms: the successful candidate coordinates and manages all aspects of a video production process from start to finish (creative concept, writing script, looking for b-rolls and footage; formats adaptation, deadlines etc.);
- record high-quality video footage in various settings, including studio shoots, on- location shoots, and live events. This entails capturing statements, conducting interviews, and filming b-roll content;
- set up and operate professional-grade cameras, audio and lighting equipment, camera stabilisers, and other relevant production gear;
- ensure proper lighting, framing, and excellent audio quality;
- collaborate closely with colleagues to understand their video requirements and provide technical support throughout the filming process;
- apply video effects, transitions, and colour correction to enhance the overall quality and visual appeal;
- maintain and organise the AV studio, ensuring that all equipment is properly stored, maintained, and readily available when needed;
- stay up-to-date with the latest trends, techniques, and technologies in video production and post-production:
- give guidance and training to HQ, EU Delegations, Mission and Operations on video production and edition;
- develop guidelines, orientations and new approaches relating to the proper implementation of audio-visual production.
Legal basis
- The vacancy is to be filled in accordance with the conditions stipulated under the CEOS, in particular Article 82 thereof.
- Subject to having passed the CAST exam, the successful candidate will be offered a contract agent position (Function group III), on the basis of a contract with an initial duration of one year that may be successively renewed for a maximum duration of 6 years.
Eligibility criteria
Candidates for this contract agent III post should:
- have passed a valid EPSO CAST in a valid FG for this post
- or
- be registered in the EPSO Permanent Contract Agent Selection Tool (CAST) for this post (https://epso.europa.eu/en/job-opportunities/open-for-application). In that case, while the registration will render the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to their successfully passing the CAST exam that this candidate will be called to attend.
- have a level of post-secondary education attested by a diploma or a level of secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three year:
- have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
- be a national of one of the Member States of the European Union and enjoy full rights as a citizen.
SELECTION CRITERIA
Candidates should:
- have a minimum professional experience of three years in the relevant field is required, candidates should provide evidence of their work when applying (ie portfolio/showreel);
- have a solid experience with social video production (clipping, editing, footage manipulation, format adaptation, creation of graphic elements);
- be proficient in camera operation and video editing;
- have demonstrated experience in working with professional cameras, lighting setups, and audio equipment;
- possess excellent command of Adobe Premiere. Knowledge of motion graphics and Adobe After Effects would be a plus;
- have strong understanding of cinematography principles, and visual storytelling techniques;
- have excellent knowledge of video formats, codecs, and video specifications for the different social media platforms;
- have demonstrated creativity in developing engaging and impactful audio-visual content;
- have a solid experience with graphic design (image resizing, format adaptation, creation of graphic elements such as banners and icons), using some specific tools, ie. Canva;
- demonstrate a clear understanding of integrated digital communication (digital campaigns, web/social media content production, advertising, online marketing, web/social media management and audio-visual content development).
Furthermore:
- experience of working in a team in multi-disciplinary and multi-cultural environment;
- experience in working with or within other EU institutions, government or corporate communications;
- experience in coalition or network building on fast-developing policy issues;
- ability to work independently and as part of a team, with strong communication and interpersonal skills;
- excellent attention to detail, with the ability to ensure accuracy and quality in the final deliverables;
- a proactive and creative approach to problem-solving, always seeking innovative solutions;
- strong time management skills, with the ability to prioritise tasks and meet deadlines;
- openness to feedback and willingness to incorporate suggestions and improvements;
- ability to adapt to different project requirements and work effectively in a fast-paced environment;
- excellent written and oral communication skills in English (native speaker equivalent) and a good working knowledge of French and/or Spanish would be an asset. Knowledge of other languages is an advantage.

Specific conditions of employment
The signature of the contract will be subject to prior favourable opinion of the Medical Service.
This post is currently not identified as a post which requires Personnel Security Clearance (PSC) to access EU classified information (EUCI) in accordance with point 7 of Annex A I of the Decision ADMIN(2017) 10 on the security rules of the EEAS[2] and as implemented by Decision ADMIN(2019) 7 on Security Clearance Requirements and Procedures for the EEAS of 08 March 2019 and its implementing decisions.
Nonetheless, candidates are informed that the list of posts requiring a PSC in the EEAS Headquarters is subject to regular review and that the current post might be identified in the future as a post which requires PSC.
If required after the taking of duty, the selected candidate will need to be in a position to obtain a valid PSC issued by the competent authority of their Member State in accordance with national laws and regulations.
In case of failure to obtain or renew the required PSC, the AACC may take the appropriate measures in accordance with Article 3(3) of the Decision ADMIN(2019) 7 on Security Clearance Requirements and Procedures for the EEAS of 08 March 2019.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.
The candidates who have been preselected will be invited for an interview by a selection panel.
The selection panel may decide, in addition to the interview, to organise written tests, either for all pre-selected candidates or to the best ranked ones, after the interview. The content of such written tests will be defined by the selection panel and may include, but not be limited to, multiple choice questions, open questions and/or topics for a short essay.
Pre-selected candidates shall be invited to sit the CAST exam before or after the interview stage by the selection panel (in accordance with the eligibility criteria set out above).The panel will recommend a shortlist of candidates for a final decision by the Authority Authorised to Conclude Contracts of Employment The AACC may decide to interview the candidates on the final shortlist before taking this decision.
If, exceptionally, on the date of recruitment, the successful candidate has not yet had the opportunity to pass the tests necessary to obtain the CAST, the latter will be engaged on condition that he obtains the CAST within six months of taking up his duties. Failure to obtain the required CAST will give the EEAS the right to terminate the employment contract.
It is recalled, that the selection procedure may be terminated at any stage in the interest of the service.
In the interest of the service, after identifying the candidate that best fulfils the requirement of the post as set out in the vacancy notice and that has successfully passed the CAST exam, the AACC may also establish a reserve list of candidates. These candidates shall be informed that the reserve list shall remain valid for a period of one year from when it is established and that it may be used to fill the same post or an equivalent post in the EEAS having the same job profile.
