We are

The European External Action Service (EEAS) supports the work of the High Representative in defining and implementing an effective and coherent EU foreign policy. The EEAS supports his tasks of conducting the EU's Common Foreign and Security Policy and chairing the Foreign Affairs Council. It also supports the High Representative in his capacity as Vice President of the Commission with regard to his responsibilities within the Commission in the external relations field including the coordination of other aspects of the EU's external action. The EEAS works in close cooperation with Member States, the Council and relevant services of the European Commission.

The Division RM.SCS.4 is responsible for the protection and registration of Classified Information within all EEAS entities and during the transfer to Member States, other EU Institutions, International Organisations, agencies and missions by the provision of classified communication and information systems (CCIS), along with the infrastructure, organisation, personnel and information resources required to develop, maintain and operate them.

Within the Division, the Projects section runs the Project Management Office (PMO) and manages a number of challenging projects. The sector is staffed with 3 officials and makes use of the services of about 30 external experts.

The position of the IT Project Officer - contract agent FGIV as per article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).

We look for

An open-minded, dynamic, proactive and highly motivated colleague with very good communication and organisational skills and with a developed sense of service. He/she will be entrusted with the following main tasks:

  • Supporting the Head of Division in coordinating projects and resource management as well as directing stakeholder communications, reporting and financial management;
  • Managing the ramping-up of the Division’s Project Management Office (PMO) initiative and ensuring a continuous quality improvement of the project governance;
  • Managing and contributing to call-for-tender procedures, including the definition of tender specifications;
  • Contributing to the division’s IT and IT Security strategy;
  • Performing contract management and monitoring the contracts’ performance for a number of contracts that relate to the Projects section activities;
  • Managing and monitoring the program/project execution and implementation;
  • Performing market research for new initiatives;
  • Ensuring and facilitating excellent communication and coordination of the Projects section with the rest of the division and the external stakeholders.

 

Legal basis

The vacancy is to be filled in accordance with the conditions stipulated under the Conditions of Employment of Other Servants of the European Union (CEOS).1

The successful candidate will be offered a contract agent position (Function group IV); renewable contract for a maximum duration of 6 years (with a valid CAST exam).

 

Eligibility criteria

Candidates for this contract agent IV post should:

  • (i) have passed a valid EPSO CAST in FG IV or (ii) be registered in the EPSO Permanent CAST in FG IV (https://epso.europa.eu/en/job-opportunities/open-for-application)
  • have completed university studies of at least three years attested by a diploma;
  • have the capacity to work in languages of CFSP and external relations necessary for the performance of their duties. Knowledge of other EU languages would be an asset;
  • be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

 

SELECTION CRITERIA:

Candidates should:

  • have a strong background in IT, IT Security and Information Security;
  • have proven experience in Program and Project Management; a certification would be an asset;
  • have proven experience in contract management and tendering;;
  • have excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the EEAS;
  • have strong drafting, communication and analytical skills combined with sound judgement;
  • have knowledge of external relations, internal policies and functioning of the Union;
  • have professional collaboration skills; a friendly, accommodating and solution-oriented attitude, whilst functioning within the limits of strict security policies;
  • the ability to work autonomously and to deliver results in a timely manner;
  • be fluent in English (both orally and in writing); a good level in French is an asset;
  • be a flexible team player.

Furthermore:

  • practical knowledge of and experience with ITIL (IT Infrastructure library) and service management; an ITIL certification would be an asset;
  • experience of working in a team in multi-disciplinary and multi-cultural environment;
  • experience in working with or within other EU institutions;
  • a valid Personnel Security Clearance (PSC) at the level of SECRET UE/EU SECRET (or national equivalent)

would be considered as strong assets.

 

Specific conditions of employment

The signature of the contract will be subject to prior favourable opinion of the Medical Service.

The successful candidate will be required to undergo security vetting if she or he does not hold already a Personal Security Clearance to an appropriate level (EU SECRET), in accordance with relevant security provisions.

The selection panel will make a pre-selection on the basis of the qualifications and professional experience described in the CV and motivational letter, and will produce a shortlist of eligible candidates who best meet the selection criteria for the post. Please note that only shortlisted candidates will be informed about the outcome of the pre-selection phase.

The candidates who have been preselected will be invited for an interview by a selection panel. The panel will recommend a shortlist of candidates for a final decision by the Authority Empowered to Conclude Contracts of Employment. The Authority may decide to interview the candidates on the final shortlist before taking this decision.
