EU–Cabo Verde: Fourteenth High-level Political Dialogue held in Brussels

The European Union and Cabo Verde held the 14th high-level political dialogue under their Special Partnership in Brussels today. The meeting was co-chaired by H.E. Mr. Manuel Amante da Rosa, Minister of Foreign Affairs and Communities and Minister of National Defence of the Republic of Cabo Verde, and by H.E. Mr. Paulo Rangel, Minister of State and Foreign Affairs of Portugal, on behalf of High Representative and Vice-President Kaja Kallas.

The partners reaffirmed their commitment to the shared values of democracy, human rights, and the rule of law that underpin the resilience of their special partnership. While welcoming the convergence of views in international fora, they reiterated their commitment to effective multilateralism and a rules-based international order, as well as their support for a comprehensive, just, and lasting peace in Ukraine, in accordance with the UN Charter.

The partners also highlighted the strengthening of their economic ties. The EU is Cabo Verde’s main trading partner. The two partners welcomed the progress made under Global Gateway —particularly in the areas of renewable energy, port modernisation, and digital connectivity—amounting to EUR 400 million, including a new budget support grant signed in December 2025.

Furthermore, the partners reaffirmed their commitment to the mobility partnership and to continued cooperation in combating migrant smuggling.

Cooperation under the ´security and stability´ pillar of the special partnership has also gained momentum; the partners highlighted the strengthening of their bilateral relations in the field of maritime security. They welcomed the adoption, on 28 September 2026, of a second assistance measure under the European Peace Facility, amounting to EUR 60 million, as well as the progress made in negotiations on a new operational arrangement with the European Border and Coast Guard Agency (Frontex).

Looking ahead, the next Ministerial meeting—which will mark the 20th anniversary of the Special Partnership—will be held in Cabo Verde in 2027.
