EU-CELAC: Second meeting of the consultative coordination mechanism in view of the next bi-regional summit
On 25 June 2025, Senior Officials of the EU and the Troika of the Community of Latin American and Caribbean States (CELAC), represented by Colombia, Honduras and Uruguay met in view of the upcoming CELAC-EU summit foreseen on 9-10 November in Santa Marta, Colombia. This marked the second meeting of the consultative coordination mechanism since its launch in May 2024 in Tegucigalpa, Honduras and it was the first with Colombia as pro tempore president of CELAC.
Participants took stock of the progress in the implementation of the commitments made at the EU-CELAC summit that took place in Brussels in July 2023 and exchanged on the EU-CELAC partnership and the updated EU-CELAC roadmap of events (2025-2027) in view of the next CELAC-EU summit, which will be preceded by a meeting of Ministers of Foreign Affairs.
The upcoming CELAC-EU summit highlights the commitment of both regions to strengthen their longstanding partnership, which is founded on shared values and interests as well as and strong economic, social and cultural ties.
In this context, both the EU and the CELAC Troika reaffirmed their commitment to strengthen the bi-regional cooperation aiming to achieve concrete results for the benefit of populations, emphasising the importance of issues such as democracy and multilateralism, climate change, energy transition and electric interconnection, enhancing economic and trade ties and security and fight against organised crime.
The EU remains fully committed to its partnership with Latin America and the Caribbean and is keen to continue regular exchanges to repeat the success of the last bi-regional summit in 2023.
BACKGROUND
The third EU-CELAC summit took place in Brussels on 17/18 July 2023, eight years after the last one in this format in 2015. At the summit, EU and CELAC leaders decided to set up an EU-CELAC consultative coordination instance and agreed to hold summits every two years, the next one to take place in Colombia in 2025, preceded by a meeting of Foreign Ministers.
An informal meeting of Ministers of Foreign Affairs of CELAC and the EU took place in New York on 26 September 2024 in the margins of the United Nations General Assembly High Level week. The meeting offered an important opportunity to reinforce bi-regional dialogue and advance shared priorities ahead of the important meetings foreseen in 2025. An updated version of the EU-CELAC Roadmap of events for 2023-2025 and a co-chairs’ joint press release was published following the meeting.
The CELAC Troika is composed by the past, current and upcoming Pro Tempore Presidencies of CELAC and includes a Member State of CARICOM represented by the country exercising its Presidency Pro Tempore.
