EU MAM Ukraine (EUMAM UA)

Introduction
EUMAM Ukraine is part of the EU’s Integrated Approach in support of Ukraine and the UAF. The EU is providing substantial political, military, financial and humanitarian support to Ukraine, as well as imposing a high cost on Russia through unprecedented sanctions. This support includes significant support to the Ukrainian Armed Forces (UAFs), such as donation of military equipment as well training to the UAF.
The mission’s aim

The mission’s aim is to help Ukraine defend its territorial integrity within its internationally recognized border and be able to deter and respond to possible future military offensives by Russia. EU MAM Ukraine is part of the EU’s Integrated Approach in support of Ukraine and the UAFs. The mission provides collective and specialised training to the Ukrainian Armed Forces. The Mission’s non–executive mandate can be swiftly adapted to the needs of the Ukrainian Armed Forces and is part of the EU’s Integrated Approach in support of Ukraine.
The training is supported by the provision of equipment for lethal and non-lethal purposes to the Ukrainian Armed Forces.
EUMAM UA works closely together with all other like-minded international partners to provide training support to the Ukrainian Armed Forces. EUMAM is open to the participation of third states. All Mission’s activities are located on EU soil.
Command and Control
The Political and Security Committee exercises the political control and strategic direction of EUMAM Ukraine, under the responsibility of the High Representative of the Union for Foreign Affairs and Security Policy and of the Council of the EU.
The Military Planning and Conduct Capability (MPCC) is the Operations Headquarters and ensures the overall coordination and synchronisation at the strategic level within EUMAM Ukraine’s framework.
The integration of the training components to create formed units takes place in a multinational Combined Arms Training Command (CAT-C) established in Poland. A multinational Special Training Command (ST-C) commands the training activities in Germany to further enhance the training offer in full coordination with the CAT-C. Other Member States provide specific training on their respective territory.
Achievements

Until now, various Member States have been providing the UAF with military equipment, and have trained Ukrainian soldiers, including on how to use this equipment, especially advanced weapon systems. Building on these bilateral training activities, EUMAM Ukraine enhances overall coordination by aligning military capacity needs with the training required to make use of this capacity.
The Mission reached its Initial Operating Capability (IOC) already last year on 30 Nov 22 and has ever since its launch delivered valuable results.
CAT-C in Poland and ST-C in Germany have already accomplished quite a number of training modules and will continue to do so as there is a clear trend of increasing engagement over time. They have or will conduct also dedicated training conferences, under MPCC guidance, to further streamline training plans in order to gain and maintain a good responsiveness to timely match Ukrainian requirements.
In addition to trainings performed under the commands in Poland and Germany, the MPCC has also coordinated, synchronised and activated so far numerous training modules and forces offered by and conducted on the soil of different EU Member States.
This CSDP Mission and all other training programs already underway are mutually reinforcing. Complementarity is the guiding principle for EUMAM UA. The Mission’s aim is to contribute to the collective effort and expand the training offer – in full coordination with others. The European Union’s coordination and cooperation with partners, in the pursuit of the collective goal and objectives, ensure mutual reinforcement and complementarity of the training efforts.
Conclusion
The EU is committed to support Ukraine as long as it takes and as much as needed. This includes military support through the European Peace Facility (EPF), bilaterally at Member States level, and after the launch of EUMAM Ukraine, with military training. The launch of an EU Military Assistance Mission for Ukraine is a further concrete demonstration of the EU’s determination to continue to support Ukraine to defend itself from an illegal and unjustified aggression.
