EU-Moldova: Joint Statement following the 4th High-Level Political and Security Dialogue

The European Union and the Republic of Moldova today held their 4th High-Level Political and Security Dialogue, underlining their shared commitment to deepening cooperation in the field of common foreign and security policy, as Moldova advances towards EU membership.

During the meeting, the EU reiterated its steadfast support for Moldova on its reform path towards EU accession, commending the country’s reform progress and its democratic resilience in the face of relentless hybrid attacks by Russia.

Discussions focused on the complex geopolitical landscape, marked by Russia's war of aggression against Ukraine. Both parties reiterated their commitment to enhance their bilateral cooperation and build synergies in multilateral fora to uphold international peace and security.

In line with the EU- Moldova Security and Defence Partnership concluded in 2024, the parties agreed to step-up their cooperation to counter hybrid threats and boost cyber security capabilities, building on the lessons learned from Moldova’s experience. The EU reinforced its commitment to supporting Moldova through strategic initiatives like the EU Partnership Mission in Moldova (EUPM). Moldova welcomed the extension of the mandate of the EUPM for 2 years until 2027. In support of modernising Moldova’s defence sector and as an investment in peace, security and stability, the EU also recalled that Moldova is the second-largest beneficiary of the European Peace Facility (EPF), which has supported measures amounting to €197 million for the period 2021–2025. Moldova expressed its high appreciation for the assistance already provided through the EPF, as well as reiterated the relevance of additional assistance for the next years amid the existing regional challenges. 

The EU commended Moldova for its consistent cooperation on foreign policy issues, and its continued efforts towards full alignment with the EU Common Foreign and Security Policy (CFSP). It welcomed Moldova's participation in EU missions and operations under the EU Common Security and Defence Policy (CSDP).

Both the EU and Moldova committed to further enhance their collaboration across the spectrum of foreign, security and defence policies. The dialogue reaffirmed the solid partnership between the EU and the Republic of Moldova, highlighting their shared commitment to peace, security, stability, and prosperity across Europe.

The meeting was co-chaired by the Deputy Secretary-General for Political Affairs at the European External Action Service, Olof Skoog, and State Secretary of the Ministry of Foreign Affairs of the Republic of Moldova, Valeriu Mija.
