EU-Ukraine: 3rd Security and Defence Dialogue in Kyiv
On 15 September, the EU and Ukraine held the 3rd Security and Defence Dialogue in Kyiv. The Dialogue provided an opportunity for the EU to reaffirm its support and solidarity with Ukraine and its people amid heinous Russian attacks on civilians, Ukrainian cities and civilian infrastructure. Both sides reiterated their determination to further deepen cooperation in security and defence. Ukraine provided an update on the situation on the ground and its urgent needs to counter Russia’s war of aggression.
The EU outlined its contribution to strengthening Ukraine’s ability to defend itself, including through the Ukraine Support Loan, the European Peace Facility and the EU CSDP missions EUMAM Ukraine and EUAM Ukraine. The EU remains committed to supporting Ukraine’s urgent military needs. So far, EUR 11.65 billion have been disbursed under the Ukraine Support Loan’s defence window, out of EUR 28.3 billion earmarked for 2026.
The EU and Ukraine reviewed the implementation of EU-Ukraine security commitments and underscored the importance of further engagement in the context of international peace efforts. Both sides stressed the need to further deepen defence industrial cooperation and strengthen the mutual integration of their defence industrial bases, including through establishment of joint ventures. The EU and Ukraine discussed also the possible joint development of critical capabilities, including the anti-ballistic programme.
Both sides underscored the importance of swift implementation of key joint initiatives in the areas of security and defence, strengthening both Ukraine and the EU.
The EU reiterated that it stands with Ukraine for as long as it takes to end Russia’s aggression and secure a just, lasting peace.
The meeting was chaired on the EU side by EEAS Deputy Secretary General for Peace, Security and Defence David Cvach, and on the Ukrainian side by Deputy Head of the Office of the President Ihor Zhovkva. The meeting was also attended by Ukraine’s Deputy Minister of Defence Serhiy Boyev and Deputy Minister of Foreign Affairs Yevhen Perebyinis, as well as EEAS Managing Director for Peace, Security and Defence Benedikta von Seherr-Thoss.
