International Group of Defense Conference

On 30th of November, the International Group of Defense Conference took place in MINUSCA HQ. The conference was co-chaired by EUTM RCA Mission Force Commander, and MINUSCA Security Sector Reform Chief and had as its main purpose the analysis of the main activities from the security sector in RCA during 2023. In the opening speech, Brigadier General Cornel TONEA-BĂLAN expressed gratitude to MINUSCA RSS Chief, acknowledging their joint efforts in supporting the CAR Government and Security Forces. On this meeting the EUTM’s RCA Mission Force Commander along with the Education Pillar Chief (EDP), Colonel João CARVALHO, and the Strategic Advice Pillar Chief (SAP), Colonel Daniel CHELĂRESCU, presented the challenges and the achievements of the Mission.

 

EUTM RCA mandate

According to EUTM RCA mandate, the main task of Strategic Advice Pillar is to provide its advisory support for the benefit of the Central African Government, to contribute with military assistance in the development of concepts, doctrines, plans, and laws. Currently the main activity of SAP is to coordinate with the Ministry of Defence (MINDEF) to provide advice to different thematic groups.

 

Strenghtening the military educational system

The EDP is of outmost importance in strengthening the local military education system. EUTM RCA is focusing on the education of Officers and NCOs through specialized education. The courses are adapted and tailored in close coordination with FACA, and are in accordance with the ministerial instructions of the Central African Ministry of Defence. This year a number of 23 career and impact courses were provided by EUTM RCA’s EDP. EDP’s instructors have been actively involved in education activities for more than 1730 hours in Camp Kassai, and almost 600 students from FACA successfully graduated the education programs and modules. EUTM RCA will continue to provide advice and education activities in a flexible, modular and responsive approach, in collaboration with the UN and other international partners.
