Building together a resilient, prosperous and secure future
The 4th Indo-Pacific Ministerial Forum (IPMF) takes place in Brussels on 20-21 November 2025 and will be chaired by the High Representative of the EU High Representative Kaja Kallas.
The EU is a reliable partner for the Indo-Pacific. At the 4th Indo-Pacific Ministerial Forum in Brussels, the EU and Indo-Pacific partners will discuss building a resilient, prosperous and secure future, in support of the rules-based international order, free trade and the principles of the UN Charter.
About the IPMF
The 4th IPMF, which has as its theme ‘Building together a resilient, prosperous and secure future’, is an important milestone in advancing strategic cooperation between the EU and the Indo-Pacific.
The futures of the two regions are closely linked through economic interdependence and the need to address shared global challenges. The rising economic, demographic, and political influence of the Indo-Pacific makes it a key actor in shaping the international order. Both EU and Indo-Pacific partners have a strong interest in ensuring shared stability and prosperity.
The 4th IPMF will bring together around 80 participants from the EU institutions and Member States, Indo-Pacific countries, and regional organisations from across the Indo-Pacific region from the East coast of Africa to the Pacific island states.
Programme
The 4th IPMF serves as a high-level platform to strengthen political dialogue and advance tangible, results-oriented cooperation across shared priorities.
The programme includes:
- Opening plenary session – setting the stage for a forward-looking dialogue
- Parallel round table discussions:
1. Security priorities in the face of current geopolitical developments
2. Shared prosperity, economic security, and digital connectivity
3. Common endeavours for a clean and sustainable future - Closing plenary session - capturing key outcomes and the way forward

Towards deeper and stronger engagement
The Indo-Pacific region is of key strategic importance, both in economic and geopolitical terms. Europe and the Indo-Pacific are highly interconnected and interdependent. The 2021 EU Strategy for Cooperation in the Indo-Pacific sets out how the EU is stepping up collaboration with Indo-Pacific partners to contribute to the region’s stability, security and prosperity.
The geographic scope of the EU Indo-Pacific Strategy spans from the east coast of Africa to the Pacific Islands. Through its Strategy, the EU has been working to promote a free and open Indo-Pacific, to reinforce respect for international law, and to effectively address global challenges. In today’s challenging geopolitical landscape in the Indo-Pacific, working closely with partners remains a key priority.
By translating its Strategy into concrete action, the EU is bringing added value to long-standing relations with the region, founded on historic, cultural and commercial ties, and decades of significant cooperation and assistance.
