Guatemala: Statement by HR/VP Josep Borrell on the Presidential election

The EU congratulates the people of Guatemala for their peaceful participation in the second round of the Presidential election on Sunday 20 August, and for the strong commitment to democracy shown throughout the process.

Pending the final announcement of official results by the Supreme Electoral Tribunal, the outcome of the vote is already very clear. The EU congratulates the winning Presidential candidate Mr. Bernardo Arévalo and Vice Presidential candidate Ms. Karin Herrera.

We welcome the fact that outgoing President Mr. Alejandro Giammattei has recognised the result and has referred to the need for an orderly transition and transfer of power to take place on 14 January 2024. It is crucial for all state institutions and all sectors of society to support and join in this effort in the interests of the country.

The EU is a long-standing partner for Guatemala and reiterates its full support to democratic governance in the country, which is the necessary foundation for efforts by the authorities to pursue sustainable and inclusive development, and social justice. As part of its commitment to Guatemala and its democracy, the EU has deployed an Election Observation Mission (EOM), upon invitation by the Supreme Electoral Tribunal (TSE).

The EU EOM, headed by Chief Observer and Member of the European Parliament Mr. Jordi Cañas MEP, will monitor until the end of the electoral process to independently assess its compliance against international and regional standards as well as domestic laws. The EU EOM will publish its preliminary statement on Tuesday 22 August and its final report, including recommendations for future electoral processes, within two months after the elections.
