League of Arab States: 10th Political Dialogue between the Political and Security Committee of the European Union and the League of Arab States Permanent Representatives

On 4 November 2025, the Political and Security Committee of the European Union (EU PSC) and the League of Arab States (LAS) Permanent Representatives held their 10th Political Dialogue, as part of their regular ‘EU-LAS Strategic Dialogue’, established under the 2014 Athens Declaration. The meeting agenda covered a number of regional and international crises and their repercussions, as well as other topics of common interest. 

The EU PSC and the LAS Council at the level of Permanent Representatives underscored their strong belief in effective multilateral cooperation, as well as their unwavering commitment to act in accordance with international law, and the Charter of the United Nations and its Purposes and Principles, including the principles of peaceful settlement of disputes, as well as the prohibition of the threat or use of force against the territorial integrity and sovereignty or political independence for all peoples and states. 

This meeting was held at a significant moment, as 2025 marks LAS’ 80th anniversary, an important milestone and testament to the LAS enduring and ongoing commitment to dialogue and regional cooperation leading to just and lasting peace, based on international law — values that the EU shares deeply. Over the past eight decades, a dynamic and often challenging geopolitical landscape has shaped our Euro-Arab relations. In the current context, the dialogue and cooperation between the EU and Arab partners is even more needed and beneficial.  

The meeting was co-chaired by Delphine Pronk, the Permanent Chair of the EU PSC and Hamad Obaid Al-Zaabi, Permanent Representative of the United Arab Emirates to the LAS and current President of the LAS Council. From EU side the meeting was also attended by Rosamaria Gili, Deputy Managing Director for the Middle East and North Africa at the European External Action Service, Christophe Bigot, EU Special Representative for the Middle East Peace Process, and Stefano Sannino, Director-General for the Middle East, North Africa and the Gulf at the European Commission. From LAS side the meeting was attended by Khaled Manzalawiy, Assistant Secretary General for International Political Affairs.
