Partners in Stability

 

The visit of Mozambique’s Minister of Foreign Affairs and Cooperation, Maria Manuela dos Santos Lucas, to the headquarters of the European Union Military Assistance Mission in Mozambique (EUMAM MOZ) reflected the strength and maturity of the partnership between Mozambique and the European Union. Accompanied by the Director of the Military Planning and Conduct Capability (MPCC) and Commander of EUMAM MOZ, Lieutenant General Michiel van der Laan, and the Head of the EU Delegation to Mozambique, Ambassador Antonino Maggiore, the meeting highlighted a shared commitment to promoting security, stability and sustainable development.

 

At a time when security challenges continue to affect the Cabo Delgado region, EUMAM MOZ remains a key instrument of the European Union’s engagement in Mozambique. The Mission contributes directly to the strengthening of the Mozambican Defence Armed Forces (FADM) through specialised training, mentoring and capacity-building activities designed to enhance operational effectiveness and long-term self-sufficiency. By supporting Mozambique’s ability to address terrorism and instability, EUMAM MOZ advances not only national security objectives but also broader European interests in regional stability, maritime security and the prevention of transnational threats.

The Mission’s impact is founded on the quality and professionalism of its training programmes. Delivered by military personnel from twelve European nations, EUMAM MOZ provides comprehensive instruction across a range of critical areas, including operational planning, vehicle maintenance, ammunition management and counter-improvised explosive device procedures. The recent cooperation between EUMAM MOZ, the Forces Armées de la Zone Sud de l’Océan Indien (FAZSOI) and the FADM further demonstrates the Mission’s ability to bring together specialised expertise and operational experience in support of tangible capability development.

Since its origins under the European Union Training Mission in Mozambique in 2021, this cooperation has contributed significantly to the development of operational capabilities within the FADM, including the preparation of Quick Reaction Forces and the transfer of technical knowledge essential for mission readiness. The training provided is practical, tailored to operational requirements and conducted in full compliance with International Humanitarian Law and International Human Rights Law, ensuring that effectiveness is matched by professionalism and accountability.

The recognition awarded by EUMAM MOZ to General Júlio dos Santos Jane, Chief of the General Staff of the FADM, further underscored the importance of this partnership. The distinction acknowledged both his leadership and the FADM’s continued commitment to modernisation, training and operational excellence. It also symbolised the mutual trust and shared determination that underpin cooperation between Mozambique and the European Union.

As EUMAM MOZ continues to support the development of a capable, resilient and professional Mozambican armed force, it remains an important example of the European Union’s comprehensive approach to security. Through high-quality training, sustained engagement and strong partnerships, the Mission contributes to lasting stability in Mozambique while advancing the European Union’s strategic interest in a secure and prosperous region.
