Peru: The European Union deploys an Election Observation Mission
In response to an invitation by the Peruvian authorities, the EU will deploy an Election Observation Mission (EOM) to observe the 2026 legislative and presidential elections in Peru. Election day is scheduled for 12 April, with a possible presidential runoff on 7 June. The decision to deploy this EOM reflects the EU’s ongoing partnership with Peru to jointly advance democracy, and in particular an electoral process that is inclusive, credible, and transparent.
The High Representative of the Union for Foreign Affairs and Security Policy Kaja Kallas has appointed Annalisa Corrado, Member of the European Parliament, as Chief Observer.
Upon her appointment, Chief Observer Corrado stated: “It is a privilege to lead the Election Observation Mission to Peru, a responsibility I will carry out with great care and respect. The upcoming elections have the potential to promote political stability and consolidate Peru’s democratic tradition.”
Background
The EU EOM to Peru will follow the EU’s established methodology for election observation, which is based on an impartial, independent and long-term assessment of the electoral process, in accordance with international standards for democratic elections. The Chief Observer will be supported by a team of ten election experts who will arrive in Lima on 26 February and remain in Peru throughout the electoral process.
The mission will be reinforced by long- and short-term observers that will observe the elections in all parts of the country. The EU EOM will remain in Peru until the end of the electoral process, including a possible presidential runoff in June. In line with the EU’s methodology on election observation, the mission will issue a preliminary statement and hold a press conference to present its preliminary findings two days after election day. After the electoral process is concluded, Chief Observer Corrado will return to Peru to hand over a final report to the authorities and other stakeholders. The final report will contain recommendations aimed at improving the integrity and effectiveness of future electoral processes and the wider process of democratisation.
