Statement by the Co-Chairs of the Global Alliance for the Implementation of the Two State Solution, New York, 24 September 2026

We, the Co-Chairs of the Global Alliance for the Implementation of the Two-State Solution, convened a Ministerial Meeting on the margins of the 81st Session of the UN General Assembly, one year after the adoption of the New York Declaration. Close to 100 states and organizations took part, together with the Palestinian Prime Minister and the Board of Peace High Representative for Gaza.

1. We reaffirm that the two-State solution is the only internationally agreed path that can realize Palestinian self-determination, provide lasting security for Israel and secure peace across the region. The international consensus behind it is stronger than it has been in years. The window is narrowing, but it has not closed.

2. We are gravely concerned that developments on the ground are undermining the foundations of the solution. Settlement expansion, including E1, together with demolitions, policies and threats of forcible displacement and annexation, and unprecedented settler violence, is eroding the territorial integrity and contiguity of the West Bank, including East Jerusalem. We call for these measures to be halted and for accountability for settler violence. We call for the historic and legal status quo at the Holy Sites in Jerusalem to be upheld.

3. We reaffirm our vision of One Palestine. Two States. A Region at Peace.

            •          Gaza and the West Bank, including East Jerusalem, form a single Palestinian territory. Occupation must end. 

            •          The Palestinian people have an inalienable right to self-determination and to an independent, sovereign, democratic, contiguous and viable State, living side by side with Israel in peace and security on the basis of the 1967 lines, in accordance with international law and relevant UN resolutions.

            •          Resolving the Palestine question is the foundation of regional peace and integration, building on the Arab Peace Initiative, the New York Declaration and the Comprehensive Peace Plan.

4. We stress that the New York Declaration, the Comprehensive Peace Plan and Security Council resolution 2803 are mutually reinforcing. There can be no separate political future for Gaza. Transitional arrangements must lead to reunification with the West Bank under a single, legitimate Palestinian Government. We support the Board of Peace, the Office of the High Representative, the NCAG and the ISF in their respective mandates.

5. We call for the ceasefire in Gaza to be consolidated, and for disarmament of Hamas and all armed groups and full Israeli withdrawal through credible, verified implementation. We call for support for the security transition, including the ISF and the training of a vetted Palestinian police service.

6. We call for humanitarian assistance to be delivered rapidly, safely and unhindered throughout Gaza, notably through the United Nations and its agencies, including UNRWA. Early recovery and reconstruction must begin now, backed by coordinated and predictable financing.

7. We are concerned by the fiscal and institutional pressure on the Palestinian Authority. Its financial viability must be protected, including through the release of all withheld clearance revenues. We support Palestinian-led reform and institutional renewal including through elections and call on all actors to facilitate the holding of upcoming national elections. We call on donors to provide direct assistance to support the Palestinian Authority.

8. We reject terrorism, incitement and dehumanization. This is a political and territorial conflict that can be resolved, and it must not be portrayed as a religious one. Religious leaders and communities can help sustain coexistence, human dignity and peace while preventing religion from being instrumentalized by extremists to justify terrorism, violence, exclusion or domination.

9. We reaffirm our commitment to respect of international law, the relevant UN resolutions and the ICJ Advisory Opinion of 19 July 2024. The Global Alliance will continue to support the commitments and national actions undertaken under the New York Declaration.

10. Our message is clear.

            •          To Palestinians: our commitment to your statehood remains firm. Gaza will not be separated from the West Bank.

            •          To Israelis: obstacles to the two-State solution will not bring lasting security. A future of peace alongside an independent Palestinian State remains possible.

            •          To the international community: The choice is to act now to preserve and realize two-State solution, or to risk the foundations of that solution being dismantled.
