WE ARE

The European External Action Service (EEAS) is the European Union’s diplomatic service. Since 2011, the EEAS carries out the EU’s Common Foreign and Security Policy (CFSP) to promote peace, prosperity, security, and the interests of the EU across the globe. It brings together European civil servants, diplomats from EU Member States, national experts and local staff worldwide.

The EEAS supports the High Representative in the exercise of her mandate to steer the Union’s CFSP, including the Common Security and Defence Policy (CSDP), to represent the EU on issues relating to the CFSP and to chair the Foreign Affairs Council. It also supports her as Vice-President of the Commission with regard to her responsibilities within the Commission, including the coordination of other aspects of the EU’s external action. The EEAS works in close cooperation with the EU Member States, the General Secretariat of the Council, the services of the Commission and the Secretariat General of the European Parliament.

The EEAS Headquarters are in Brussels. It is also responsible for the management of the network of 145 Union Delegations and Offices worldwide. These Diplomatic Representations play a vital role in representing the EU in the country where they are based, in promoting the values and interests of the EU, and in building networks and partnerships. They are responsible for all policy areas of the relationship between the EU and the host country/organisation.

Part of the Directorate for Policy Planning and Strategic Communication (GII.GLOBAL.STRAT), the main task of the Information Integrity & Countering Foreign Information Manipulation and Interference Division (GII.GLOBAL.STRAT.4) is to defend the EU’s values and interests by understanding and effectively addressing Foreign Information Manipulation and Interference (FIMI), including through data monitoring and analysis.

The division develops strategies and policy approaches to counter FIMI and advance information integrity, leading the implementation of related policy instruments such as the FIMI toolbox and manages dedicated cooperation structures, including the Rapid Alert System. It contributes to the detection and analysis of FIMI, informing evidence-based countermeasures to FIMI, with a specific focus on FIMI threat actors most relevant to the security of the EU and our partners. It undertakes a number of activities to bolster information integrity and resilience inside and outside the EU, including awareness raising, training, and other forms of public engagement offline and online such as the EUvsDisinfo project. Furthermore, it works closely with the global network of EU Delegations and the EU’s CSDP missions and operations, while building partnerships with key international partners, such as NATO or the G7, and civil society organisations.

WE LOOK FOR

We are looking for a highly motivated, dynamic, flexible and proactive colleague, with proven expertise in the field of countering FIMI. The successful candidate will be based in the Data Knowledge and Analysis Team in the GII.GLOBAL.STRAT.4 Division and will operate horizontally across the GII.GLOBAL.STRAT.4 Division, coordinating tasks with other EEAS teams, other EU institutions, Member States, international partners and in close interaction with the GII.GLOBAL.STRAT management.

WE PROPOSE

The post of a Team Leader position to lead the FIMI Data Knowledge and Analysis Team Leader in the Information Integrity & Countering Foreign Information Manipulation and Interference Division (GII.GLOBAL.STRAT.4).

The Team Leader is responsible for :

  • Designing, coordinating and implementing a strategic and operational approach that transforms analytical outputs and data-driven insights into active operational and impactful responses to counter FIMI in coordination with other teams. 
  • Coordinating the activities of the EEAS FIMI Situational Awareness Hub, which aims to turn data into high quality analysis and effective responses, ensuring the effective planning, reporting, and administrative coordination of the team's work. The role will contribute to the EEAS's strategic communication efforts and oversee the technical implementation of the FIMI Deterrence Playbook. 
  • The standardisation of FIMI detection and analysis and developing and implementing FIMI methodological capabilities (FIMI Exposure Matrix, TTPs analysis, FIMI Deterrence Playbook, OSINT capabilities…), taxonomies and data-sharing standards (STIX), and technical tools (DataScienceLab, AI capabilities, leverage OpenCTI databases…). 
  • The position will drive the enhancement of interoperability between internal and external systems, promote the automation of analytical and operational processes, and ensure that FIMI threat analysis is translated into coherent, scalable, and impact-oriented operational responses in support of the organisation's objectives. 
  • This position also involves preparing briefings and documentation, capacity-building activities, supporting inter-service coordination, ensuring compliance with internal procedures, monitoring the implementation of work plans and deliverables and overseeing budget planning and contracts management.

Key responsibilities will include:

  • Coordinate the implementation and maintenance of FIMI analytical methodologies, taxonomies, data models and interoperability standards (e.g. Information Manipulation Set, TTPs categorisation, STIX…). 
  • Oversee the development and integration of technical capabilities supporting FIMI detection and analysis, including OSINT methodologies, AI-enabled capabilities, and technical tools, such as DataScienceLab and OpenCTI. 
  • Guide and lead FIMI-related threat analysis capabilities and investigations.
  • Ensure FIMI data integration, information exchange and interoperability across internal and external stakeholders. 
  • Coordinate the preparation of technical documentation, reporting and briefings. 
  • Coordinate the data-driven implementation of the FIMI Deterrence Playbook linking FIMI Threat analysis to concrete response actions across policy, disruption, law
    enforcement, sanctions and strategic communication. 
  • Monitor the implementation of technical work plans, analytical deliverables, and response operational processes ensuring compliance with established procedures. 
  • Assess effectiveness through data-driven evaluation to support EEAS actions and communication. 
  • Support administrative and financial management activities, including budget planning and implementation, procurement procedures and contract management, in accordance with applicable financial and administrative rules. 
  • Conduct capacity-building activities, presentations, and representing the Division on relevant matters

This position is classified as an “Administrator” type of post1 in the grade bracket AD 5 – AD 12.

As temporary agents under Article 2(b) of the Conditions of Employment of Other Servants (hereafter, the “CEOS”), the duration of the assignment to the post shall, in principle, be four years dependent on the maximum duration of engagement in the EEAS allowed by their type of contract2.

LEGAL BASIS FOR RECRUITMENT TO THIS POSITION
The successful candidate for this position will be appointed in accordance with Article 29(1)(a) and Article 98(1), second subparagraph, of the Staff Regulations (SR) and Article 2(b) of the CEOS.

Eligibility criteria3:

In addition to the conditions set out in Article 12 of the CEOS, candidates must:

  • Have the capacity to work in the languages of the CFSP and external relations (English and/or additional language);
  • possess a level of education: 
    • which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR
    • which corresponds to completed university studies attested by a diploma and relevant professional experience of at least one year when the normal period of university education is at least three years.
  • have at least 5 years full time professional experience. This experience must have been gained after obtaining the four-year diploma or after obtaining the three-year diploma and the one-year relevant professional experience.

Candidates who, at the time of the application, are EU officials, independently of their administrative status under Article 35 of the SR, cannot request to be recruited as temporary agents and are ineligible.

Selection criteria:

Candidates should have:

  • an excellent ability to maintain diplomatic relations and to ensure representation, communication and management in a complex, multicultural environment; 
  • an excellent capacity to create constructive working relations with national authorities, civil society, international organisations and EU Member States; 
  • strong drafting, communication and analytical skills combined with sound judgement; 
  • excellent knowledge of the EU's internal and external policies and instruments, and of the functioning of the Union and its inter-institutional framework; 
  • experience and knowledge of CFSP and CSDP; 
  • possess technical, operational and strategic expertise on countering FIMI threats; 
  • have strong expertise in OSINT methodologies, evidence collection, latest tools and AI-solutions for detecting, analysing, investigating, and reporting FIMI threats; 
  • have a strong knowledge and understanding of analytical frameworks and data sharing standards, such as STIX; 
  • experience in assessing information environment, hybrid and FIMI threats, to characterise threat actors’ capabilities and TTPs; 
  • proven ability to design innovative initiatives in the countering FIMI field, including data-driven projects on technical disruption and law enforcement; 
  • demonstrate flexibility and resilience in managing high workloads and operational priorities, with the ability to perform effectively under significant pressure, including outside normal working hours; 
  • have experience in preparing and delivering trainings, capacity-building activities on strategic communication, countering-FIMI and hybrid threats to diverse audiences; 
  • have a solid understanding of the EEAS’ strategic objectives, with strong political awareness and the ability to translate technical work into actionable and policy-relevant outputs;

Furthermore:

  • proven experience in leading work on countering FIMI at global level with key partners, such as NATO or G7; 
  • proven experience engaging with the counter-FIMI community and relevant partners 
  • academic and professional experience in the field of communication, including academic research, journalism and corporate communication; would be considered assets.

TYPE AND DURATION OF CONTRACT FOR NEW TEMPORARY AGENTS
The successful candidate will be offered a contract of temporary agent under Article 2(b) of the CEOS. Such contracts may not exceed 4 years in duration and can be renewed only once for a 2-year period, in accordance with Article 8, second indent, of the CEOS.
All newly engaged temporary staff will be required to complete a probationary period of 9 months, in accordance with Article 14 of the CEOS.

CONDITIONS OF RECRUITMENT AND EMPLOYMENT

CONFLICT OF INTEREST AND SECURITY RISKS
As a matter of policy, applications by individuals who have dual nationality of which one of a non-EU country, will be considered on a case-by-case basis taking account in particular of the functions attributed to the vacant post. The EEAS also examines if there could be a conflict of interest or security risks.
In this context, all candidates shall fill with their application a declaration of potential conflict of interest.

MEDICAL CLEARANCE
If the successful candidate is not a temporary agent currently employed in the EEAS, he/she will be required to undergo a medical examination to ensure that he/she is physically fit to perform the duties.

PERSONNEL SECURITY CLEARANCE
The requested level of security clearance for this post is: SECRET UE/EU SECRET. A description of the EU classified information levels is available under Article 2 of Annex A of the Decision ADMIN(2023) 18 on the security rules of the EEAS4.

The selected candidate should hold, or be in the position to obtain, a valid Personnel Security Clearance (hereafter, the “PSC”)5 issued by the competent authority of the Member State concerned.

Candidates who do not already have a valid PSC will be required to go through the security clearance vetting procedure of their Member State to obtain this clearance in accordance with national laws and regulations and with the procedure laid down in the Decision ADMIN(2025) 42 on Implementing Rules and Procedures for Personnel Security measures for protection of EU Classified Information of 20 November 2025 and in Annex A I of the Decision ADMIN(2023) 18 on the security rules of the EEAS. Until the PSC is issued by the competent authority of the Member State concerned, the selected candidate will not be authorised to access EUCI at the level of CONFIDENTIEL UE/EU CONFIDENTIAL or above, or to participate in any meetings or workflow where EUCI is processed.

Please note that the necessary procedure for obtaining a PSC can be initiated on request of the employer only, and not by the individual candidate.

In case of failure to obtain or renew the required PSC, the AACC may take the appropriate measures in accordance with Article 7 of the Decision ADMIN(2025) 42 on Implementing Rules and Procedures for Personnel Security measures for protection of EU Classified Information of 20 November 2025.

2. Pre-selection
The pre-selection will be done by a panel on the basis of the qualifications and the professional experience described in the CV and motivation letter.

3. Selection
The pre-selected candidates who best meet the selection criteria will be invited for an interview so that the selection panel can evaluate them objectively and impartially on the basis of their qualifications, professional experience and linguistic skills, as listed in the present call for expression of interest. Additional specific written or oral tests might be organised by the panel. The selection panel will recommend to the Authority Authorised to Conclude Contracts of Employment (AACC) a shortlist of a limited number of eligible candidates who best meet the selection criteria for the post and that shall be placed on a reserve list valid for maximum 12 months. If appropriate, the relevant Director, Managing Director or other senior manager of the recruiting division may conduct confirmatory interviews, prior to the final selection by the AACC.

In case of another unsuccessful publication under Article 29 of the SR for a similar job profile, the EEAS may contact shortlisted candidates for a potential recruitment as temporary agent under Article 2(b) of the CEOS.
