Indonesian Supreme Court launches SIWAS – an online whistleblowing system – with support from the EU

With the support of the EU-funded SUSTAIN project, the Supreme Court of the Republic of Indonesia had issued a new regulation on public complaint mechanism (PERMA No 9/2016 of 26 July 2016) where it stipulates that all complaints must be submitted through an online Whistleblowing System of the Supreme Court (SIWAS). Today (29/9), SIWAS was officially launched by the Supreme Court and is expected to help improve the integrity, transparency, accountability and reputation of the judiciary.

"We congratulate the Indonesian Supreme Court for the launch of the refined whistleblowing system or SIWAS. It is indeed one of the essential mechanism where both citizens and members of the judicial institution will be able to participate in building transparency, enhancing integrity and ultimately increase the public's trust in the judiciary system,” said EU Ambassador to Indonesia, Vincent Guérend.

SUSTAIN, or Support to the Justice Sector Reform in Indonesia, is a € 10 million project aimed to assist the Government of Indonesia in strengthening the rule of law and consequently enhance public trust in the judicial system. The main beneficiary of the project's activities is the Supreme Court. Specific support is also provided to specialised courts like Anti-Corruption, Tax, Administrative, Juvenile, and Fishery, as well as the Judicial Commission.

SUSTAIN was launched in July 2014 and will complete its activities in July 2019. The project is implemented by UNDP with a National Project Director from the Supreme Court to oversee and guide the project's implementation.
