The mission comprised of more than 80 observers from all 28 EU Member States and Norway. Observers were deployed throughout the country to follow the electoral process and to meet with government and electoral officials, candidates and political parties, civil society representatives and the media.

The EU EOM's assessment of the electoral process is independent of any EU institution or Member State. Its purpose is to offer an impartial assessment of the elections and their compliance with Malawi's international and regional commitments with regard to elections, as well as with Malawian law.

The EU EOM operates in accordance with the United Nations' 2005 ‘Declaration of Principles for International Election Observation'. EU observers adhere to the EU Code of Conduct for Observers that requires them to maintain strict impartiality and neutrality, and to abide by Malawian law.

The EU EOM issued a preliminary statement shortly after the tripartite elections. A final report, with recommendations for future elections, was published shortly after election day.
