The Bundeswehr UN Training Centre is a multinational, interagency training facility for pre-deployment training with a special focus on action and response training. Soldiers of the German Armed Forces, of allies and partners, civilian Bundeswehr personnel, police forces, journalists and civilian personnel from governmental, non-governmental and international organisations are trained at the Centre for all mission areas around the world.
The Centre closely co-operates with the Federal Ministry for Economic Co-operation and Development, the Federal Ministry of the Interior and the Foreign Office. For more information please see http://www.untrgcentre.bundeswehr.de/portal/a/untc/start
With the endorsement of the "EU Policy on Training for CSDP" in April 2017 the role of training has gained in importance, especially in conjunction with the related aspect of duty of care. Therefore, in order to provide future staff with an appropriate level of preparation, pre-deployment training has become mandatory for all future mission/operations staff. With the implementation of this new policy, the ESDC expects the number of participants in pre-deployment training organised at the EU level to increase considerably in the near future, even if the Member States retain full responsibility for the training of their deployed staff.
Furthermore, CSDP mission areas of operation are becoming increasingly dangerous and civilian casualties have occurred in recent years. Considering this reality, it seems appropriate to increase the number of 5-days "Hostile Environment Awareness Trainings" (HEAT) on offer and to consider making these trainings also mandatory before deployment into the field. This practical training is complemented by an existing on-line training known as e-HEST, which provides a minimal standard.
