The coordination team from the European Union's election observation mission arrived in the country on 5 March to observe the general election that will take place on 10 April 2016.

At the invitation of the Peruvian authorities, the European Union (EU) has sent an Election Observation Mission (EOM) to Peru to observe the general election that will take place on 10 April 2016. This will be the EU's third election observation mission in Peru, as the EU also sent observers for the elections in 2001 and 2011.

The EU EOM will carry out its observation work independently and in line with strict criteria for international election observation. The European observers will conduct their activities within the framework of the Declaration of Principles for International Election Observation and the Code of Conduct for International Election Observers.

The EU EOM arrived in Peru on 6 March and its observers, deployed to the different electoral districts in two-person teams, will cover the whole of the country to observe all the stages of the electoral process. The Mission is headed by a Chief Observer, who is a Member of the European Parliament, and by a Deputy Chief Observer. The coordination team based in Lima, comprises nine analysts specialised in different areas: electoral analysis, the legal framework for conducting elections, the political environment, campaign financing, news coverage by the media and statistical analysis of the results. An observer coordinator will monitor the collection and centralisation of reports and information from the teams on the ground.

Aim: to observe all the stages of the electoral process

The members of the EU EOM will analyse the different stages of the 2016 general elections: the campaign, the election day, the counting of votes, the consolidation and declaration of results, and any electoral disputes and actions that arise.

After the elections, the chief observer will make a statement at a press conference that will contain the preliminary conclusions of the EU EOM observation in Peru. A few weeks later, the mission will present a detailed final report in public, along with a set of recommendations made in the spirit of improving the organisation of future elections.

The purpose of the EU's election observation missions is to present a precise, objective and impartial assessment of the election processes in keeping with the national and regional legal framework and international obligations adopted by the country in international treaties. The EU deploys election observation missions to promote and support the consolidation of democratic systems.
