Launch of Twinning Project “Supporting the Georgian National Communications Commission (GNCC) in developing of its electronic communications regulatory framework and operational capacities in line with EU regulatory framework”
On Tuesday, 12th of December the opening ceremony of the EU-funded Twinning project “Supporting the Georgian National Communications Commission (GNCC) in developing of its electronic communications regulatory framework and operational capacities in line with EU regulatory framework” took place in Tbilisi.
Speaking at the event, Kaido Sirel, Deputy Head of Cooperation at the Delegation of the European Union to Georgia, said, "This TWINNING project is in line with the EU-Georgia cooperation priorities and objectives as well as provisions of the Socio-Economic Development Strategy of Georgia - “Georgia 2020” under which facilitating the broad use of information and communication technologies is important both for the population and for raising private sector competitiveness. This project will have significant and substantive contribution to telecommunication markets, broadband development as well as network security and all related regulatory aspects."
The project implementation started in December 2017 and will last for 18 months. The main beneficiary is Georgian National Communications Commission, while the Leading Member State Partner is Lithuania, supported by the Junior Partners from Germany and Poland. The project is fully financed by the EU.
The project's purpose is to conduct an in-depth review of Georgian telecommunication regulatory framework, redefine relevant markets in the electronic communications sector that are susceptible to ex ante regulation, define broadband regulatory approach, conduct a feasibility study to assess the necessity of Universal Service provision, according to the EU regulatory framework and Europe 2020 strategy “The Digital Agenda for Europe”.
