IHEDN: Hybrid Threat Course
Over those three days, 15 speakers from EU and French institutions, NATO, think tanks and centres of excellence against hybrid threats came to stimulate participants' thinking about the broad range of problems involved. The first day was very much about definitions and presentations of broad strategies at national and EU level. The rest of the course focused on the diversity of European initiatives and tools to face hybrid threats. Several case studies were presented during the three-day event.
Some 26 civil and military participants, from 15 member states and working for national, European or international institutions, attended the course and received the ESDC certificate, which is signed by the High Representative Federica Mogherini. The course was led by the IHEDN expert Thomas Adam. Through this ESDC training activity, the European understanding of hybrid threats and the EU's tools for addressing them were once again enhanced, contributing to implementing the overall political goal of the Global Strategy, namely 'building resilience'.
