The EU Delegation to the Republic of Belarus is looking for accommodation (an apartment or a house) suitable as the residence of the Head of Delegation for long-term lease or for purchase.

  1. Type of premises, state and size of the building

We are interested in premises that can be suitable as residence such as larger apartments, semi-detached or detached houses with parking space. The total surface area of all the rooms is fixed at a maximum of 600m². The building should be in good state of maintenance so that no improvement or repair work is needed.

  1. Image and representation

The image and location of the building should correspond to the occupant’s official standing as EU representative in the country. Residence should have a representative image, but not be excessively ostentatious.

  1. Location

The building should be ideally located in a diplomatic neighbourhood within the Minsk city limits or adjacent areas (Minsk region) easily accessible by private vehicle or public transport. Preferred areas are: central, north-eastern and north-western parts of Minsk, such as Leninski district, Tsentralny district, Drozdy area and the National library area. The location should not be in areas known to be of high crime risk, areas without the proper facilities, industrial area. We are not interested in places on roads which come to a dead end or which are accessible by only one road.

  1. Functionality

There should be a clear separation between the representation and the private area of the residence. As venue for official representation the residence needs to have facilities which allow also the invitation of larger groups of people. As private accommodation it needs to provide all facilities that allow a normal family life. The private area of the residence is normally sufficiently big to accommodate different family compositions.

Reception area

A typical residence should have the following rooms in the reception area:

  • the entrance hall and reception area should provide sufficient space for official receptions for at least 50 guests;
  • the dining room should seat at least 14 people, preferably 15-20 people, and should be close to the kitchen;
  • the kitchen area should be suitable for the size and function of the residence;
  • toilets;
  • if possible, a cloakroom beside the entrance;
  • if possible, a guest room;
  • if possible, a number of easily accessible parking places for vehicles at the entrance;

Private area

The private accommodation should preferably be separate from, and if possible independent of, the reception area. A typical residence should have the following rooms:

  • a master bedroom;
  • two or three bedrooms for children and dependents;
  • a guest room (if there is no such room in the reception area);
  • one or more bathrooms;
  • a family room;
  • equipment rooms;
  • a garage or car port.

The following features are optional but nonetheless desirable for the private area:

  • a room that can be used as an office;
  • a small kitchen;
  • cellars and storage areas.

Where possible, the proposed Residence has to offer access to disabled persons.

Security features, such as, but not limited to, burglary resistant doors/windows, are considered an asset.

The submitted proposal should provide:

 

  • detailed information on rental conditions, including rental price per square meter
  • a full description of the proposed accommodation
  • spreadsheets of surface area in square metres

 

Proposals must be submitted:

 

a.      either by post or by courier not later than 13/04/2018, to the address indicated hereunder;
