EU Twinning Project “Strengthening Capacities in Agricultural and Rural Development Sector for Common Agricultural Policy - Vacancy announcement for the position: Assistant to the Resident Twinning Advisor
The Assistant to the Resident Twinning Adviser (RTA Assistant) is sought for an EU Twinning Project “Strengthening Capacities in Agricultural and Rural Development Sector for Common Agricultural Policy Implementation” in Montenegro.
The EU Twinning Project MN 21 IPA AG 01 23 is a joint project between the following beneficiary institution from the Republic of Montenegro:
- The Ministry of Agriculture, Forestry and Water Management (MAFWM)
and a consortium formed by:
- The Agrarmarkt Austria together with the Federal Ministry of Agriculture, Forestry, Regions and Water Management, Austria
- The French Ministry for Agriculture and Food Sovereignty together with FranceAgriMer and the Regional Chamber of Agriculture of Normandy, France
- The Ministry of Agriculture of Hungary together with the Hungarian Paying Agency, Hungary
- The Slovenian Ministry of Agriculture, Forest and Food together with Agency for Agriculture Markets and Rural Development, Slovenia
The overall objective of this EU funded project is to progressively align the current system with the CAP and EU requirements in the light of EU accession.
I. Key tasks of the RTA Assistant:
- Assisting the RTA and short-term experts in the day-to-day implementation of the project;
- Providing office management including the assisting RTA in organization of experts’ missions, meetings in Montenegro, trainings, seminars, workshops, Steering Committee meetings, study visits and internships to Austria, France, Hungary and Slovenia
- Updating the project share point website
- Providing relevant information and documents
- Compilation of documents for project documentation, presentation and reporting
- Preparation of meeting agendas, attending meetings and drafting minutes incl. Steering Committee meetings and providing opinions or interpretations of the views expressed at these meetings
- To develop and maintain close working contacts and relations with Montenegrin officials involved in each of the work groups as well as contacts to other beneficiary organisations and project co-ordinators in the Member States
- Team work with the translator/interpreter and if necessary providing translation and interpretation from Montenegrin to English and vice versa
- Support the efficient communication between the Twinning partners and the EU Delegation to the Republic of Montenegro
- Drafting and editing written materials, reports, etc with relation to the project in Montenegrin and English
- Perform other project related assignments, tasks upon request by RTA
II. Qualification/ skills & experience of the candidates:
Qualifications:
- The RTA Assistant shall not have been in any contractual relation with the Beneficiary Country public sector during at least the 6 months preceding the hiring
- be of Montenegrin nationality or having valid residence and working permits
- University degree in Agriculture, Economics, Social sciences or related field
Skills:
- Excellent command of spoken and written English and Montenegrin language
- Excellent inter-personal and communication skills
- Excellent abilities in drafting documents
- Excellent computer skills (especially: MS Office, Word, Excel, Power Point, Web application)
- Experience in office management and administration
- Excellent organisational skills
- Capacity to work in a multi-cultural environment
- Ability to draft concise reports of meetings and summaries of longer papers, including economic or financial analyses, quickly and accurately
- Understand and respect all confidential classifications (both of a government or trade nature) of any government or trade documents, statements or other information he/she may be given during the exercise of his/her duties
The following will be considered as an asset:
- Knowledge of a further official EU language
- Experience with interpretation and translation of documents
- Experience in international projects e.g. EU funded projects and international donor funded projects
- Knowledge of Agriculture and Rural Development
III. The work conditions:
The selected person will be a self-employed independent consultant under a Service Contract and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force in the Republic of Montenegro, including for those related to medical and social insurance. The RTA Assistant will carry his/her duties and tasks on the base of a contract concluded with Agrarmarkt Austria (AMA).
Duration: 30 months
Working hours: Fulltime. Flexibility regarding working hours in the office is required
Location: Podgorica, Twinning office at the premises of Ministry of agriculture, forestry and water administration
Starting: mid of February 2024
Remuneration: 1.800 Euro/month (gross value, indirect taxes not included).
