Building a Safer Tomorrow: How the EU and Somalia Are Shaping the Future Together

 

Under the scorching Somali sun, a group of young soldiers takes aim on the training range at the General Dhagabadan Training Center. They're focused, confident, and determined. But this isn’t just target practice—it’s the start of something much bigger. It’s the story of how the European Union and Somalia are working hand-in-hand to build a stronger, safer future.

 

Since 2010, the European Union Training Mission in Somalia (EUTM-S) has been working closely with the Somali National Army (SNA) and the country’s Ministry of Defence. Through a strategic mix of training, mentoring, and advice, the EU has helped shape Somalia’s defense forces. Now, a new chapter has begun.

For this training, the EU is providing lethal support through the European Peace Facility (EPF). What does that mean? In simple terms, it means the EU is giving Somalia what it needs to grow stronger: the right tools, at the right time. Ammunition provided through this support is now being used in a special Shooting Instructor course—a game-changer for Somalia’s military training. Thanks to this effort, EUTM-S can now offer even more effective training. Somali soldiers are not only learning precision shooting, tactical awareness, and firearm safety—they’re also becoming instructors themselves. That means once this training cycle ends, Somalia will have its own experts ready to pass on these vital skills. It’s a major step toward self-sufficiency—and the soldiers are proud of it.

Behind the scenes, this initiative is coordinated from Brussels by the Service for Foreign Policy Instruments (FPI). Their work ensures that common values—peace, partnership, and progress—translate into real action on the ground.

At the same time, a small gathering took place that could one day mean the difference between life and death for countless Somali soldiers and civilians. From May 20 to 21, EUTM-S hosted a specialized seminar titled “Ultrasound in Trauma – E-FAST Protocol” at its headquarters.  Seven physicians from the Xooga Somali Military Hospital participated in this intensive two-day training, where they learned how to wield a powerful modern tool: ultrasound. On the first day, they delved into the theory behind the E-FAST protocol—a method used globally to quickly detect internal bleeding and other life-threatening injuries in trauma patients. On the second day, they applied their knowledge in hands-on sessions, gaining the confidence to use ultrasound technology in real-world emergencies. For many, this might sound like routine professional development. But for Somalia, this is a crucial step in a much larger journey—one that is building a healthier, stronger society from the inside out.

This training is part of a continuous series of medical education programs developed by the EUTM-S in partnership with Somali defense and medical institutions. Each seminar is carefully designed to address the urgent needs of a country where every improvement in emergency care can have a ripple effect far beyond the battlefield. For the Somali National Army, this means that more soldiers will survive injuries that were once considered fatal. With better emergency care, medics and doctors can make faster, smarter decisions, stabilizing patients and getting them the help they need in time. In combat situations, where every second counts, the skills gained from this training could save lives.

But the impact doesn’t stop at the hospital gates. By improving trauma care in military hospitals, Somalia’s overall healthcare system benefits. Knowledge shared in military settings often extends to civilian care as doctors bring new techniques into broader practice. Families gain peace of mind knowing that trained professionals are ready to respond—not just in warzones, but in car accidents, natural disasters, or everyday emergencies. Communities become more resilient, and trust in medical institutions begins to grow. Therefore, this isn’t just about military training. It’s about empowerment, long-term stability, and the EU’s commitment to its partners. The young people of Somalia are gaining the skills and confidence they need to protect their country. And the EU is standing with them—not just for today, but for the future.
